Appendix B: CEQA FINDINGS <br /> MOUNTAIN HOUSE TOWN CENTER <br /> I. INTRODUCTION <br /> 1. These CEQA and Tentative Subdivision Map findings are adopted by the County <br /> of San Joaquin (the"County") as the lead agency for the Mountain House Master Plan (the"Master Plan") <br /> and the Mountain House Town Center Tentative Subdivision Map (the"Project"). These findings pertain <br /> to the Environmental Impact Report, SCH#90020776 (the"1994 MEIR") prepared for the Master Plan, <br /> which was certified on November 10, 1994. These findings also pertain to the Initial Study prepared for <br /> the Project. <br /> 2. An application for the Project was filed with the County on February 27, 2012. <br /> The application was deemed complete for processing on February 28,2012. The Project includes a <br /> Major Subdivision (PA-1200032). The County prepared an Initial Study of the Project in November 2008 <br /> ("Project Initial Study'). The 2012 tentative map configuration is not substantially different from the <br /> configuration assumed in the Project Initial Study. All conclusions of the Project Initial Study apply, <br /> unchanged, to the current tentative map. <br /> II. THE PROJECT <br /> 3. The Project requires a Tentative Subdivision Map for the Town Center(the <br /> "Map")within the larger Mountain House community. The Town Center is located on an approximately <br /> 119.18 acre site within Specific Plan II, the second major phase of development identified in the Master <br /> Plan. The Town Center is comprised of approximately 38.2 acres of Mixed Use (including 440 homes or <br /> apartments), 25.45 acres of Community Commercial, 13.49 acres of Public Facilities, 33.07 acres of <br /> Community Park, and 8.97 acres of Mountain House Creek Community Park. <br /> III. ENVIRONMENTAL REVIEW <br /> 4. The 1994 MEIR was certified on November 10, 1994 by the County Board of <br /> Supervisors to evaluate significant environmental impacts of the Master Plan. Mountain House is a new <br /> community planned on a 4,780-acre site near San Joaquin County's border with Alameda County, <br /> northwest of the City of Tracy. Ultimate buildout of the community is projected to include a resident <br /> population of approximately 39,000 and approximately 22,000 jobs. <br /> 5. An Initial Study for Specific Plan II was prepared in 2004. Specific Plan II is a <br /> project within the larger Mountain House community and covers seven of the 12 proposed neighborhoods <br /> within the community, as well as the Town Center. The Specific Plan II Initial Study and CEQA findings <br /> concluded that Specific Plan II was within the scope of the 1994 MEIR, and that the 1994 MEIR provided <br /> adequate analysis of the significant effects of the Master Plan and Specific Plan II. <br /> 6. The Project Initial Study was prepared in November 2008. The Project Initial <br /> Study concluded that the Project is within the scope of the 1994 MEIR and will result in no additional <br /> significant environmental effects not previously examined in the 1994 MEIR. The reasoning and <br /> conclusions of the Project Initial Study are incorporated herein by reference. <br /> 7. In November 2008, the County provided notice pursuant to Public Resources <br /> Code section 21092 that the Project Initial Study was prepared and was available for review. The notice <br /> specified a 30 day public review and comment period for the Project Initial Study. The notice included a <br /> description of the Project as well as a list of the significant environmental effects anticipated as a result of <br /> the Project. It further stated that the Project Initial Study, along with all supporting documentation, would <br /> be available for review during regular business hours at the Community Development Department, 1810 <br /> East Hazelton Avenue, Stockton, California 95205.
