24. Construction Noise: The following measure shall be implemented during construction: <br /> • Construction shall be restricted to the hours of 6:00 AM to 8:00 PM on weekdays. Extended hours <br /> which may include Saturdays and Sundays may be allowed through prior notice to adjacent <br /> residents and landowners, and prior approval of the MHCSD for infrastructure construction and <br /> CDD for building permits. <br /> • All internal combustion engines shall be equipped with exhaust mufflers that are in good condition <br /> and appropriate for the equipment. <br /> Timing: Inclusion of the above measures as notes on Improvement Plans approved by CDD and <br /> MHCSD prior to Final Map approval. <br /> GEOLOGY AND SOILS <br /> 25. Seismic Safety: The applicant shall comply with the applicable provisions of the MHCSD <br /> Emergency Preparedness Plan. <br /> Timing: Inclusion of a note on Improvement Plans approved by CDD and MHCSD prior to approval of <br /> Final Maps. [SPIT Implementation Measure 6.8.3 (1)] <br /> HAZARDS <br /> 26. Protocols for Petroleum Hydrocarbons in soil: If indications of petroleum hydrocarbon <br /> contamination in site soil, such as staining and odors, are observed during excavation or grading <br /> activities adjacent to Byron Road, the contractor shall stop work and notify the Chevron <br /> Environmental Management Company and the RWQCB in accordance with the procedures specified <br /> in the Soil and Groundwater Management Plans for Chevron Mountain House Sites Nos. 1, 2, and 3. <br /> The contractor shall ensure that any contaminated soil and groundwater encountered during project <br /> construction is handled in a safe and lawful manner. <br /> 27. Hazardous Waste: Handling, use and storage of hazardous chemicals or materials including, but <br /> not limited to, asbestos shall be carried out in compliance with all applicable safety standards and <br /> coordinated County programs. Applicable standards shall be made part of the construction <br /> specifications for contractors. <br /> Timing: Inclusion of note on Improvement Plans approved by CDD and MHCSD prior to approval of <br /> Final Maps. [SPII Implementation Measure 6.7 (1)] <br /> 28. Pre-Construction Safeguards. Prior to any construction, appropriate plans, operating procedures <br /> and safeguards shall be undertaken to insure safety in the area of fuel lines and pipelines, consistent <br /> with the MHCSD Emergency Preparedness Plan (see Emergency Pipelines Safety Plan). [SPII <br /> Implementation Measure 6.8.1 (1)] <br /> BIOLOGICAL RESOURCES <br /> 29. Participation in HCP: The Tentative Map shall comply with the San Joaquin County Multi-Species <br /> Habitat Conservation and Open Space Plan (SJMSCP), including all required take avoidance and pre- <br /> construction survey requirements, and pay the applicable SJMSCP fee, as determined by the San <br /> Joaquin Council of Governments (SJCOG). Alternatively, if the SJMSCP terminates,the Tentative <br /> Map may proceed with the implementation of the Mountain House Habitat Management Plan, <br /> contained within the Master Plan Appendix 7-B, pursuant to the terms of Section 3.11 of the Master <br /> Plan Development Agreement between San Joaquin County and Trimark Communities, LLC. [SPII <br /> Implementation Measure 7.3.1 (1)] <br /> Timing: The applicant shall submit a biologist's report of pre-construction surveys to the San Joaquin <br /> County Community Development Department(CDD)prior to the issuance of grading permits for the <br /> project. <br /> 7 <br />
