v. A State National Pollutant Discharge Elimination System (NPDES) Construction Permit Notice of Intent(NOI)shall be filed with the State Water Resources Control Board if over one acre of total ground is disturbed. A Storm Water Pollution Prevention Plan (SWPPP)shall also be submitted to the County of San Joaquin Stormwater Division for approval. w. The applicant shall submit a plan to the County of San Joaquin Stormwater Division that addresses the on-site retention, infiltration, or treatment of the 85 percent runoff, per the County's Stormwater Quality Control Criteria Plan. x. The applicant/developer shall pay their"fair share'for the cost of signalizing Main Street and the State Route 99 northbound off-ramp intersection. The fail share amount is$10,000. y. The applicant/developer shall be required to place, if not already existing, a traffic signal at the intersection of Main Street and Wagner Avenue. z. The developer shall cause a disclosure notice approved by Public Works to be recorded against all properties within the proposed subdivision. This shall set forth the basis for current or proposed user fees and special assessment for public services to be provided within the proposed subdivision. 4. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Raymond Borges, 468-3284) a. Written confirmation is required from Public Works that improvements have been constructed or financial arrangements have been made for any improvements for public sewer required by the agency. In addition, written confirmation from Public Works that the agency has or will have the sewer capacity to serve the development is also required. (Development Title Section 9-1100.3) b. Environmental Health requires connection to an approved public water supply system (Development Title Section 9-1120.2). A letter from the water supplier will be required which states that they have the capacity to serve the development and that the system meets State standards prior to recording the final map(Development Title Section 9-1100.3) 5. SAN JOAQUIN COUNCIL OF GOVERNMENTS (Staff Contact: Erin Sickler, 468-3913) a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP). Please contact SJMSCP staff regarding completing the following steps to satisfy SJMSCP requirements: (1) Schedule a SJMSCP biologist to perform a pre-construction survey prior to any ground disturbance. (2) Sign and return the Incidental Take Minimization Measures to SJMSCP staff(given to project applicant after the pre-construction survey is completed. (3) Pay the appropriate fee based on SJMSCP findings. (4) Receive the Certificate of Payment and release the required permit. 6. COUNTY PARKS AND RECREATION (Staff Contact: Jeff Smith, 953-8800) a. The collection of in-lieu fees for park development is required for approval of any new residential lots created in the proposed subdivision. (County Ordinance No. 9-1230-8) Conditions of Approval - 5 -
