A State National Pollutant Discharge Elimination System (NPDES) Construction Permit Notice of <br /> Intent(NOI)shall be filed with the State Water Resources Control Board if over one acre of total <br /> ground is disturbed. A Storm Water Pollution Prevention Plan (SWPPP)shall also be submitted to <br /> the County of San Joaquin Stormwater Division for approval. <br /> w. The applicant shall submit a plan to the County of San Joaquin Stormwater Division that addresses <br /> the on-site retention, infiltration, or treatment of the 85 percent runoff, per the County's Stormwater <br /> Quality Control Criteria Plan. <br /> x. The applicant/developer shall pay their"fair share'for the cost of signalizing Main Street and the <br /> State Route 99 northbound off-ramp intersection. The fail share amount is$10,000. <br /> y. The applicant/developer shall be required to place, if not already existing, a traffic signal at the <br /> intersection of Main Street and Wagner Avenue. <br /> z. The developer shall cause a disclosure notice approved by Public Works to be recorded against all <br /> properties within the proposed subdivision. This shall set forth the basis for current or proposed <br /> user fees and special assessment for public services to be provided within the proposed <br /> subdivision. <br /> 4. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Raymond Borges, 468-3284) <br /> a. Written confirmation is required from Public Works that improvements have been constructed or <br /> financial arrangements have been made for any improvements for public sewer required by the <br /> agency. In addition, written confirmation from Public Works that the agency has or will have the <br /> sewer capacity to serve the development is also required. (Development Title Section 9-1100.3) <br /> b. Environmental Health requires connection to an approved public water supply system <br /> (Development Title Section 9-1120.2). A letter from the water supplier will be required which states <br /> that they have the capacity to serve the development and that the system meets State standards <br /> prior to recording the final map(Development Title Section 9-1100.3) <br /> 5. SAN JOAQUIN COUNCIL OF GOVERNMENTS (Staff Contact: Erin Sickler, 468-3913) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP). Please contact SJMSCP staff regarding completing the following steps to <br /> satisfy SJMSCP requirements: <br /> (1) Schedule a SJMSCP biologist to perform a pre-construction survey prior to any ground <br /> disturbance. <br /> (2) Sign and return the Incidental Take Minimization Measures to SJMSCP staff(given to project <br /> applicant after the pre-construction survey is completed. <br /> (3) Pay the appropriate fee based on SJMSCP findings. <br /> (4) Receive the Certificate of Payment and release the required permit. <br /> 6. COUNTY PARKS AND RECREATION (Staff Contact: Jeff Smith, 953-8800) <br /> a. The collection of in-lieu fees for park development is required for approval of any new residential <br /> lots created in the proposed subdivision.
