k) Required street 1rees, including irrigation systems, shall be completely installed prior to <br /> the final inspection of the building. <br /> Noise Studv <br /> Development Title Tab'e 9-1025.9 states that the Residential use type is a noise sensitive land <br /> use with a maximum allowable noise exposure of 65dB for outdoor activity areas, and 45dB for <br /> indoor spaces. General Plan Noise Contour Table IIID-5B (Vol. III, pg. III.D-40) lists the 65dB <br /> outdoor noise contour along Main Street between State Route 99 and Alpine Road at 127 feet. <br /> According to the submitted Tentative Map dated May 6, 2005, Lots 1 through 5 are located <br /> within the 65dB noise contour along Main Street. As a result, a noise analysis must be <br /> prepared to identify if there are possible mitigation measures to reduce outdoor noise levels to <br /> 65dB or less. Any mitigation measures identified by the noise analysis will be included as <br /> conditions of approval for the proposed Major Subdivision application. <br /> Planning Commission <br /> The application for the Zone Reclassification was scheduled to be heard before the Planning <br /> Commission on June 16, 2005. However, before the Planning Commission can hear this project, <br /> the noise analysis and any other additional studies must be completed and any mitigation <br /> measures must be incorporated into the Initial Study. When the studies have been completed, <br /> the Zone Reclassification application and Major Subdivision application will be scheduled for <br /> another Development Committee meeting to discuss any issues addressed in the studies. At that <br /> time, the Zone Reclassification application will be scheduled to be heard before the Planning <br /> Commission.
