Analysis <br /> Backaround <br /> On July 20, 2005, the applicants filed for a pre-application to subdivide four parcels into 117 residential lots. <br /> The tentative map did:not meet the County requirements for lot size or lot width. <br /> On February 1, 2006,,the applicants submitted a Development Title Text Amendment No. PA-0600065 to <br /> reduce the minimum lot size from 6,000 square feet to 5,000 square feet; reduce the minimum lot width from <br /> 60 feet to 50 feet; reduce the minimum corner lot width from 65 feet to 60 feet; and reduce the rear yard <br /> setback for a primary structure from 20 feet to 10 feet for the R-L zone. The Text Amendment was approved <br /> by the Board of Supervisors on September 26, 2006. <br /> On October 17, 2006,the applicants submitted the current application that reflects the new minimum <br /> requirements as approved by the Board of Supervisors. <br /> Noise <br /> Proposed noise sensitive land uses, such as residential uses, that will be impacted by existing or planned <br /> transportation noise sources are required to mitigate the noise levels from these transportation noise <br /> sources so that the resulting noise levels on the proposed noise sensitive residential land uses do not <br /> exceed sixty-five (65) dBL for exterior noise and forty-five (45) dBL for interior noise. (Development Title <br /> Section 9-1025.9) <br /> The Noise Contour Map indicates that the southern boundary of the project lies within a sixty-five decibel <br /> (65 dB) noise contour. Therefore, a noise study was required. A noise study was conducted by H. Lee <br /> McLeod. The study recommends a noise barrier wall constructed of masonry block or concrete that is at <br /> least six feet tall for all lots adjacent to N. Main Street. This recommendation is included as Condition of <br /> Approval 1.d. to ensure that the impact from noise on future residences will be less than significant. <br /> Council of Governments <br /> The Council of Govemments has determined that this project is subject to the San Joaquin County Multi- <br /> Species Habitat Conservation and Open Space Plan (SJMSCP). The applicant must either participate in <br /> the SJMSCP or provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP. A <br /> pre-construction survey must be completed by a Council of Governments biologist prior to any ground <br /> disturbance.
