This will insure that the TTS <br /> submitted follows the Department's guidelines as stated in the Caltrans Guide for the <br /> Preparation of Traffic Impact Studies, dated December 2002 (TIS guide). The TIS guide is <br /> available online at the following web address: <br /> http://www.dot.ca.gov/hq/tpp/Planning_tools/lools.htTn- <br /> • This proposed development may not create a major impact on SR-4 when considered by <br /> itself. However,when combined with the cumulative impacts of other existing and proposed <br /> development in this arca, the resulting traffic will contribute to the significant congestion <br /> forecasted to the SR-4 mainline and at the South Walker Lane intersection of SR-4/ South <br /> Walker Lane. Therefore, the Department recommends the collection of impact fees on a <br /> "Fair Share"basis for future improvements to these facilities. <br /> • While recognizing that topographic and environmental constraints may preclude a strict <br /> interconnected grid street network,roads which are routed in parallel can provide an <br /> alternative to using the interregional roads or highway, thereby helping to alleviate <br /> congestion on State facilities. A street system with minimal interconnectedness—where <br /> drivers are siphoned from local streets to major streets or highways -- concentrates traffic, <br /> leaving few cboices to drivers.
