The referral <br /> describes construction of a 75 unit mobile home park, a 600 square foot boat launch, a 2,500 square foot <br /> office and recreation hall, recreational vehicle storage, and personal storage adjacent to Mormon Slough. <br /> The project will be located in Stockton, San Joaquin County. <br /> The Application Referral does not adequately address industrial or domestic wastewater. Information <br /> attached to the Negative Declaration indicates the City of Stockton will serve 59 sewer connections; the <br /> information on the development indicates 75 mobile homes will be sited. In addition, the public <br /> restrooms, office space, recreation room will add more connections. This issue needs to beresolved. If <br /> the domestic wastewater is discharged anywhere but the City treatment plant, the Regional Water <br /> Quality Control Board will require site specific Waste Discharge Requirements for the site. If <br /> wastewater discharge is proposed, then consistent with California Water Code Section 13260, the <br /> discharger is required to submit a Report of Waste Discharge at least 120 days prior to discharging <br /> wastewater. _---- —_-- -- <br /> Depending on the Standard Industrial Classification(SIC) code of the final project, compliance with the <br /> National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for <br /> Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br /> activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General <br /> Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI) to the State Water <br /> Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP) must be prepared. <br /> If construction associated with the project will disturb more than five acres or is part of a larger common <br /> plan of development that encompasses five or more acres,the property owner needs to obtain permit <br /> coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit No. <br /> CAS000002 for Discharges of Storm Water Associated With Construction Activity.
