Neighborhood Opposition <br /> ived two letters and two phone calls in opposition. The <br /> The Community Development Department rece <br /> letters and phone calls raised the following issues: <br /> Issue#1 -Traffic: The opposition states that they are concerned about the increase in the amount of <br /> daily traffic generated as a result of the 75-unit mobile home park. <br /> Response: As stated above, the Department of Public Works has determined that, with the <br /> recommended conditions, the project would not have an adverse impact on the existing roadways <br /> and did not require a traffic study. Public Works is requiring that a dedication, to result in a thirty <br /> (30) foot wide right-of-way from the centerline of Walker Lane to the property line, shall be required <br /> across the frontage of APN 159-100-04. They are also requiring that a dedication,to result in a 25- <br /> foot-wide right-of-way from the centerline of Horner Lane to the property line, shall be required <br /> across the frontage of APN 159-100-04. Caffesse Drive shall also be dedicated and improved to <br /> County standards for a 50-foot-wide right-of-way urban subdivision street. Caffesse Drive shall also <br /> be redesigned to include a cul-de-sac that conforms to County standards. (Development Title <br /> Sections 9-857.4,9-1150.2[d][31,and 9-1150.5[b]) <br /> Issue #2 - Public Services: The opposition states that there are not adequate public services (i.e., <br /> water and sewer units)available to accommodate the number of units in the proposed project. <br /> Response: The City of Stockton has provided a "Will Serve" letter indicating that there are fifty- <br /> nine (59) sewer units available in this area. A mobile home park requires 0.7 sewer units per <br /> mobile home space. Therefore, fifty-three (53) sewer units are required for a seventy-five unit <br /> mobile home park (0.7 sewer units X seventy-five (75) mobile home units = 52.5 sewer units <br /> required), leaving six (6) additional sewer units available that may be required for the <br /> office/recreational room or laundry room. The California Water Service Company has indicated that <br /> it will provide water services to the mobile home park, and the San Joaquin County Department of <br /> Public Works will provide storm drainage. <br /> Issue #3 - Public Nuisance: The opposition is concerned that a mobile home park will create an <br /> "eyesore"in an area existing property owners have been trying to improve. <br /> Response: Ordinance requirements in Development Title Section 9-1035.8(a)require that a six(6) <br /> foot masonry wall be provided along all mobile home park rear and side property lines and that all <br /> common storage areas and common areas for garbage or rubbish shall be screened from mobile <br /> home park residents by a screen not less than seven (7) feet in height. In addition, a ten- (10) foot <br /> wide landscaping strip shall be provided along all mobile home park property lines abutting roads. <br /> (Development Title Section 9-1035.8(b)) <br /> Issue#4 -Air Quality: The opposition states that they are concerned that the increase in the number <br /> of families in the area will cause an adverse impact on the existing quality of air. <br /> Response: The Air Quality Control District has reviewed the project and does not expect the air <br /> quality to be significantly impacted by the proposed mobile home park. <br /> Issue #5 - Emergency Response: The opposition states that emergency response teams are not <br /> going to be able to provide adequate services to the additional families generated by the mobile home <br /> park as well as to the existing property owners. <br /> U P-01-3\Rol Jeri <br /> San Joaquin County Page 4 <br /> Community Development <br />
