Appeal Statement No. 3: <br /> "The types of improvements required for the mobile home park development is not <br /> compatible with the existing neighborhood improvements or with the types of <br /> improvements required for single-family lot development on existing lots in Garden <br /> Acres....The types of improvements required for the mobile home park indicate that it <br /> would be better suited for a neighborhood where curbs, gutters, and sidewalks <br /> already exist." <br /> Response to Appeal Statement No. 3: <br /> The Department of Public Works Condition 2.f. states: <br /> The frontage improvements for Walker Lane shall be constructed in conformance <br /> with the standards for one-half of a 60-foot-wide right-of-way Collector <br /> Residential Street. <br /> Condition 2.g. states: <br /> The frontage improvements for Horner Lane shall be constructed in conformance <br /> with the standards for one-half of a 50-foot-wide right-of-way Local Residential <br /> street. <br /> All new developmental projects in residential areas are required to comply with the most <br /> recently adopted improvement standards. Therefore, the project will provide for the <br /> construction of curbs, gutters, and sidewalks. <br /> Appeal Statement No. 4: <br /> "If the project were approved, a six-foot high masonry perimeter wall would be <br /> required along the mobile home park side and rear yards. This wall is visually <br /> disruptive of the established living environment. The fact that a wall is required <br /> at all indicates that there is an incompatible relationship between a mobile home <br /> park and adjacent single-family uses." <br /> Response to Appeal Statement No 4: <br /> The masonry wall is an ordinance requirement contained in Development Title Section <br /> 9-1035.8[a], which states that a six (6) foot high masonry wall shall be provided along all <br /> mobile home park rear and side property lines. A six (6) foot high solid wall may be <br /> constructed on any residential parcel provided it meets the fencing requirements of <br /> Development Title Section 9-1022.3[c]. Pursuant to Development Title Section 9- <br /> 1035.8, a ten-foot-wide landscape strip is required along the property lines abutting all <br /> public roads. <br /> Appeal Statement No. 5: <br /> "The extension of sewer service to support the project would require that Main <br /> Street be excavated between Walker Lane and Oro Avenue to install a new <br /> collection line. The City of Stockton outlined two service options but the County <br /> response is that the option of connecting to the existing County Main Street line <br /> BOS LETTER PAGE 3 <br />
