Teichert Construction , Post Office Box 1118 , Stockton, California <br /> 95201 , submitted a report of waste discharge dated 7 March 1974. <br /> 2. Teichert Construction proposes to discharge Group 3 solid wastes <br /> in the Frewert Road Class III Solid Waste Disposal Site, to be <br /> located at the end of Frewert Road, three miles northeast of <br /> Lathrop, in the NW4 of Section 16, T1S, R6E, MDB&M, as shown in <br /> Attachment A incorporated herein and made part of this order. <br /> This property is owned by Winifred B. Burchell , Box 215 , Walnut <br /> Grove, California 95690. <br /> 3. Broken concrete, dirt, and rock will be used to fill in an exist- <br /> ing small , man-made, dead-end slough adjacent to the San Joaquin <br /> River. Site capacity is 6, 000 cubic yards. <br /> 4. In accordance with Section 2552 of Title 23 , Chapter 3 of the <br /> California Administrative Code, Teichert Construction has certi- <br /> fied that all local agencies with jurisdiction have approved use <br /> of the site for the intended purpose. <br /> 5. Soils in the area are comprised of alluvial deposits of clays, <br /> silt, and gravel. Groundwater is generally 5-10 feet below the <br /> ground surface. <br /> 6. This disposal site meets the criteria contained in the California <br /> Administrative Code, Title 23 , Chapter 3 , Subchapter 15, for <br /> classification as a Class 3 disposal site suitable to receive <br /> only Group 3 wastes. <br /> 7. The Board on 15 June 1971 adopted an Interim Water Quality Con- <br /> trol Plan for the Sacramento-San Joaquin Delta Basin, whose waters <br /> may be affected by this discharge. <br /> 8. Beneficial uses of the San Joaquin �River and Delta waters are <br /> municipal , industrial , and agricultural supply; recreation; <br /> esthetic enjoyment; navigation ; and preservation and enhance- <br /> ment of fish, wildlife, and other aquatic resources. <br /> 9. Land_ within 1 , 000 feet of this site is used for agriculture. <br />
