General Plan Water Policy <br /> I a. Before an application for a General Plan Amendment can be submitted, the Department <br /> of Public Works must make a determination that the proposed project would be <br /> consistent with General Plan Policy No. 7 for Water Supply. <br /> i <br /> The Department of Public Works reviewed this application prior to submittal <br /> and has determined that the project is consistent with General Plan Policy No. <br /> 7 for Water Supply because the proposed residential development will use less <br /> water than if the parcel were developed for commercial uses. <br /> 2. Internal Consistency <br /> a. The internal consistency of the General Plan is maintained in the adoption of the Map <br /> Amendment. <br /> + This determination can be made because the .project site will satisfy all <br /> { Development and Locational Criteria for the Commercial Freeway Service <br /> i designation as identified under Section 2(f)(3)(A-C) in Volume 1, pg IV-25 of the <br /> General Plan. The project is adjacent to a full freeway interchange. This is the <br /> sixth C1FS designation along 1-5, so there is a limited number of ClFS <br /> designated areas. The 11.4 acre site is the smallest CIFS designation along 1-5. <br /> Therefore, it meets the criterion for clustering of uses. <br /> Bases for Zone Reclassification <br /> 1.
