This understanding is based on comments provided by
SJCEHD staff during the meeting and subsequent follow-up conversations.
Wastewater Treatment and Dispersal
1. A separate denitrification step must be added to the proposed wastewater treatment process._Specific .
treatment units that may be acceptable to add for denitrification include recirculating sand filters and
Nitrex reactive media filters.
2. Attempting to obtain permits for wastewater infrastructure in 5,000-gpd increments as development
progresses will not simplify the permitting process. SJCEHD staff and Central Valley Regional
Water Quality Control Board staff will collaborate regardless of phasing. Preparation of permit
application documents for infrastructure capable of treating and dispersing the full antic ipated'fl ow
(Phase I and Phase 2 of development, combined) is recommended.
3. Monitoring of the following effluent quality parameters will be required: total nitrogen;nitrate,
nitrite, ammonia, total Kjeldahl nitrogen, biochemical oxygen demand, total suspended solids, pH,
and chemical oxygen demand. For each parameter, sampling and analysis will initially be required
every-two months. After one year, SJCEHD staff may reduce the required frequency.
Water Supply and Treatment
L Public water system permit forms should be completed for KMC and submitted to the SJCEHD for
review and.consideration. The following forms were provided: 1) Masterfile Record Information
Form'—Public Water System, 2) Service Request, 3) State of California Application for Domestic
Water Supply Permit, and 4)Masterfile Record Information Form—Owner and Facility.
NOLTE ASSOCIATES, INC.
1215 WEST CENTER STREET, SUITE 201
MANTECA.
