The subject property actually consists of two Lots or Parcels, that are currently undergoi7the <br /> by the Surveying Firm of Quartaroli& Associates. As noted on the attached Site Plan, L <br /> the west side of Manthey Road, and is where most of the development will occur. Lot 1 <br /> east side of Manthey Road is proposed to contain one Fast Food Restaurant. <br /> The property is in an area referred to by the City of Lathrop as being in the "Sphere of Influence," <br /> and will eventually be annexed to the City(with City of Lathrop water, stormwater and sewer) in <br /> approximately three to five years. This information was conveyed to Mrs. Kelley by City of <br /> Lathrop officials. Consequently, the project is currently considered a San Joaquin County project. <br /> 1.3 History of the Property and Surrounding Area <br /> SSS§ 2.1,4.2 The history of the property and surrounding land use is important in explaining the <br /> environmental conditions within the soil and underlying groundwater. Before irrigation, the parcel <br /> and the entire region were dry-land farmed. No Irrigation District supplies irrigation water to the <br /> subject parcel. <br /> The historical agricultural use of the property has been documented by aerial photographs from the <br /> San Joaquin County Planning Department for the years 2004, 1983, 1975, 1963, 1952 and 1937. <br /> These photos have been included in Appendix 8 of this report and confirm the subject property and <br /> surrounding area has been in agricultural production at least since 1937. However,no ag <br /> production has occurred on the property for the past 10 years. Crops grown in the locale of the <br /> subject property include row, grain, feed and cover crops. <br /> 1.4 Proposed Project Development <br /> i Overseeing development of this project for Mrs. Kelley is Mr. Steve Welge, President of the <br /> General Contracting Firm of Fillner Construction, Rocklin, California. The Surveyor for the <br /> merger of the two existing Parcels of the project is Quartaroli & Associates of Manteca, and Legal <br /> Counsel for the Re-Zone Classification is Mr. Howard Seligman, Esq. of Stockton. <br /> SSS§ 1.2 As referenced in the Introduction, the Complex is proposed to be completed in two <br /> Phases, as denoted on the"Phasing Plan' and the "Preliminary Site Development Plan." It is <br /> proposed that the first phase will focus on Lot 8 (9.45 acres), to include the gas station/C-Store, a <br /> Fast Food Restaurant and possibly one Hotel. These improvements will depend on technical <br /> issues, including the findings of the Soil Suitability and Nitrate Loading Studies. The second <br /> phase is to come on-line when the extension of City of Lathrop services arrive, and will include the <br /> second Hotel, two additional Fast Food facilities and the Retail strip centers. <br /> The Phasing Plan illustrates a 3.89 acre area in the northwest corner of Lot 8,which is the <br /> proposed primary domestic wastewater disposal area. The remaining Phase 2 areas consist of a 1.6 <br /> acre area and a 0.68 acre area, for a total of 6.17 acres for primary and 100%replacement/reserve <br /> wastewater disposal area. Consequently,the primary disposal area could theoretically be a <br /> maximum of: 6.17 - 2= 3.1 acres, with the reserve area also 3.1 acres.
