From recent experience the City of Lathrop are considered experts in handling the <br /> realignment of frontage roads along 1-5 since they have been involved with Caltrans to <br /> improve Louise Ave as well as Lathrop Rd. In this regard they have found that if the <br /> realignment of the effected frontage roads is not addressed early it can severally impact <br /> the future development along these off ramps. In the same letter from Caltrans Dated <br /> Januarry_19t"2010 Tom Dumas of Caltrans states"This Project as designed.has the <br /> potential to seriously impact the operation of the ramp area"fie goes on to state "This <br /> project may severely limit feasible alternatives to improve operations to accommodate <br /> growth." This in essence means that without realignment the feasibility of signalization <br /> is not present, an in order to improve the west side of I-5 signalization is very important <br /> to the flow of traffic. <br /> c. As a Truck Stop Owner for 17 years I am an expert on traffic flow and the level of Truck <br /> traffic that will be entering a project of this size. Based on our current sales and traffic <br /> flow at Joe's Travel Plaza we receive approximately 400 trucks a day with an additional <br /> 450 cars to our location.A truck is 70 feet long and as designed the Stop signs that will <br /> be located at all four intersections will only allow for two trucks between them. In <br /> addition for a truck to have to stop four times before it even enters the Travel plaza will <br /> severely slow down the operation of the off ramp itself. <br /> 2- As there are more than significant environmental impacts a full EIR is required on this site.The <br /> purpose of a mitigated negative declaration is not to devise a poorly executed mitigation for the <br /> impacts but to truly reserve this process for items that can be mitigated without further in depth <br /> study. <br /> Y <br /> a. The project without a full EIR will not provide the county and any other reviewing <br /> jurisdiction the factual intellectual information to approve this project.As stated in <br /> E <br /> letters of concern from the City of Lathrop and Caltrans the minor Initial traffic study is <br /> flawed and does not have the detail to provide a long term Mitigation for the off ramp <br /> at Roth Rd. <br /> b. A full EIR and traffic study need to be prepared in order to mitigate these issues and set <br /> the stage for future development on Roth Rd. <br /> 3- The tax payers of the county and more so the City of Lathrop will be stuck footing the bill for the <br /> i <br /> realignment of Manthey Rd at Roth Rd if the county does not address this issue at this time.The <br /> project that initiates the improvement of this area should be help responsible for the off ramp <br /> and to create a feasible solution to the traffic issues that it is slated to generate. <br /> Summary: <br /> The warnings and input from Both the City of Lathrop and Caltrans along with myself should be <br /> addressed, a full EIR and full traffic study should be prepared. Manthey Rd should be realigned with this <br /> project and funds should be set aside for fair share of Traffic signalization at the intersections in <br /> question at Roth Rd and 1-5. <br /> { <br /> { <br /> i <br />
