A full <br /> EIR is not required by staff. Mitigation measures are required. He does not agree with the city of Lathrop <br /> that an EIR is required. Their position is just based on opinion and not on fact. This project has been in the <br /> works for 5 to 6 years. The applicant requested services from Lathrop but was told the applicant would <br /> have to build them. Lathrop did not object to the General Plan and Zone Reclassification change. The <br /> applicant would like to annex to Lathrop for water and sewer. He is opposed to the condition required by <br /> Lathrop. He did not receive a copy from the city. He asked staff to provide him a copy. There were no <br /> specific plans from the city about any future improvements. <br /> Chuck McCallam, the project engineer, said he studied the improvements for Roth Road. These <br /> improvements would also benefit Lathrop. <br /> Jeff Martini said he is in favor of the project. It would bring in more jobs. <br /> OPPONENTS: <br /> Charlie Mullen, representing the City of Lathrop, said the city supports the project but it does not provide full <br /> mitigation for traffic impacts on the city. He requested an EER instead of a Negative Declaration. <br /> Tom Ruark,with the city of Lathrop,said money should be provided for the relocation of the roads. <br /> Dal Winder Dhoot said he is not in opposition, but the roads need to be realigned. A full ElR needs to be <br /> done. <br /> REBUTTAL: <br /> Howard Seligman said the city does not speak for Caltrans. The applicant needs to obtain a permit from <br /> Caltrans. The applicant will be required to do improvements on Roth Road. The applicant does not have to <br /> mitigate future interchange improvements.
