Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> f. Approve the Negative Declaration; and <br /> 2. Approve Variance Application No. PA-0500741 with the Findings contained in the staff,report. <br /> Findings <br /> Finding No. 1. Because of the special circumstances applicable to the property, including size, shape, <br /> topography, location, or surroundings, the strict application of the regulations deprives the property.owner of <br /> privileges enjoyed by other property in the vicinity and under identical zoning classification. <br /> • This finding can be made because there is an existing sign:for a personal storage facility <br /> that partially blocks the view of the off-premises sign. Also,the existing.grade of Interstate:5 <br /> is approximately fifteen feet higher than the subject property. Approval of the Variance <br /> would permit an unobstructed view for both signs and provide better visibility for travelers <br /> on Interstate 5. <br /> Finding No. 2. The granting of the Variance will .not constitute a grant of special privileges inconsistent with <br /> the limitations upon other properties in the vicinity and zone in which the property is situated. <br /> This finding can be made because all of the other existing billboards along Interstate 5 have <br /> clear views from the freeway. Approval of this Variance application would provide visual <br /> continuity with the existing billboards and provide improved visibility for both the billboard <br /> and the existing storage facility sign. This property has the special circumstance of the <br /> existing storage facility sign blocking the view of the off-premises sign. <br /> Finding No. 3. The Variance will not authorize a use or activity that is not otherwise expressly authorized by <br /> the regulation governing the parcel of property. <br /> This finding can be made because an off-premises sign is a conditionally permitted use in <br /> the I-W zone with an approved Site Approval application. The Variance, if approved, would <br /> permit an increase in height of an existing billboard.
