FThis <br /> RODUCTION <br /> ssues my findings regarding the Nitrate Loading Study and Soil Suitability Study <br /> or the subject property and proposed project under examination, located at 12687 <br /> (12833) South Manthey Road in Lathrop, California. The purpose of these Studies is to provide <br /> the San Joaquin County Environmental Health Department(EHD) with the required information <br /> pertaining to the soil and groundwater in relation to nitrate loading potential from the proposed on- <br /> site wastewater disposal system. These studies comply with San Joaquin County Development <br /> Title, Section 9-1105.2(d). W. Tony Lopes, P.E. of Siegfried Engineering provided the <br /> preliminary information to complete these Studies. <br /> Within the text of this Report, Bolded Section (§)numbers are referenced at the beginning of an <br /> applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. <br /> Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br /> Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br /> Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br /> sections of the Checklists. <br /> NLS§ 2.3,SSS§3.1. The subject property is in what is referred to as the City of Lathrop Sphere of <br /> Influence. City of Lathrop sewer facilities have not yet expanded to this ar-ems, ou t t ey <br /> eventually will. This time frame is presently unknown. Domestic water for the entire subject <br /> property, which consists of 34.7 acres, is provided by an on-site domestic well. Domestic <br /> wastewater disposal exclusively for the Blue Rhino facility will be Ediiaged by an on-site septic <br /> system. <br /> SSS§ 1.2. The proposed development of the applicable portion of the subject property will be <br /> occupied by the Blue Rhino company which refills propane gas cylinders for return and re- <br /> purchase at retail stores. It is my understanding there will be an Office Trailer with two office <br /> employees and 12 drivers. Currently,there are no improvements to the property, other than <br /> domestic water supply, fire suppression water supply, lighting, compacted aggregate base, and a <br /> non-operational water well in the NEC of the subject area. The total area to be exclusively <br /> occupied by the Blue Rhino facility is 2.0 acres. <br /> The following is a summarization of the information collected to complete these Studies and fulfill the <br /> requirements of EHD. Wastewater system operational parameters are also discussed within this report to <br /> supply additional information to EHD: <br /> • The primary disposal area and the required 100%reserve/replacement/addition areas have been <br /> described and are illustrated on the project Site Plan produced by Siegfried Engineering. <br /> • The on-site soils were analyzed: 1.)For the ability to accept future wastewater effluent flows, and <br /> 2.)To assess the characteristics of the on-site soil in the proposed leachfield area to mitigate nitrate <br /> impact. This was accomplished by soil physical and chemical testing. Physical testing included <br /> percolation testing and particle size analysis of the soil characteristics. Chemical testing included <br /> analyses for the constituents that influence nitrate loading. <br /> 1 <br /> Chesney Consulting <br />
