D R A F T <br /> 6 GENERAL PLAN MAP AMENDMENT NO. GP-01-13 AND ZONE RECLASSIFICATION NO. ZR-01-9 <br /> OF CENTRAL VALLEY CONSTRUCTION (C/O COMMUNITY DEVELOPMENT DEPARTMENT): A <br /> General Plan Map Amendment to amend the General Plan designation of a 34.74-acre parcel from <br /> General Agriculture (A/G)to Limited Industrial (I/L), and a Zone Reclassification to change the zone <br /> designation of the same parcel from AG-40 (General Agriculture, 40-acre minimum) to I-W (Warehouse- <br /> Industrial). The project site is located on the west side of Manthey Road, 300 feet south of KID Road, <br /> west of Lathrop (Supervisorial District 3). <br /> Kerry Sullivan, Deputy Director, introduced the staff report into the record. She said the applicant and the <br /> City of Lathrop have developed four additional conditions of approval for the project. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Tom Terpstra (2291 W. March Lane, Stockton), representing the applicant, said rezoning to I-W would be in <br /> the best interests of the County. There is a demand for this kind of property for I-W. The City of Lathrop <br /> had concerns about this project. They have proposed additional conditions of approval to be added to the <br /> zone change to mitigate Lathrop's concerns. <br /> Tony Arnaiz (146 KID Road, Lathrop) said he is one of the property owners. When they first purchased this <br /> property, they believed there was a good market for the I-W zone, and they still believe that to be true. <br /> OPPONENTS: <br /> No one was present. <br /> PUBLIC HEARING CLOSED: <br /> Commissioner Stockar said he has no problem with this project. <br /> Deanna Walsh, representing the City of Lathrop, said they are comfortable with the agreement they have <br /> reached with the applicant. <br /> MOTION: <br /> It was moved, seconded (Stockar/Demichelis), and passed by a unanimous roll call vote (6-0)to: <br /> 1. Forward General Plan Map Amendment No. GP-01-13 to the Board of Supervisors with a <br /> recommendation of approval based on the ability to make the required "Basis for General Plan Map <br /> Amendment." <br /> 2. Forward Zone Reclassification No. ZR-01-9 to the Board of Supervisors with a recommendation of <br /> approval based on the ability to make the required "Bases for Zone Reclassification,"with the addition of <br /> the following conditions agreed to between the applicant and the City of Lathrop: <br /> 1. A 50-foot building setback shall be observed along the southern boundary line of the property. At the <br /> time of the first building permit for parcels contiguous to the southern boundary of the property, the <br /> applicant shall install a six-foot-high masonry wall along the length of said boundary. <br /> 2. At the time a building permit is issued for any structure, the applicant shall pay a traffic impact fee to the <br /> City of Lathrop in the amount of$110.00 per 1,000 square feet of structure, to be used by the City of <br /> Lathrop for future Interstate 5 interchange improvements. <br /> PC MINUTES PC: 5-16-02 <br />
