City of Lathrop <br /> Communihi Develotiment <br /> Planning Divisions <br /> (209) 858-2860, Extension 327 <br /> (209) 858-5259 Facsimile <br /> y <br /> September 19, 2001 SEP 2 02001 <br /> Leanne Mueller <br /> San Joaquin County <br /> Community Development Department <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Subject: General Plan Amendment No. 01-13 and Zone Reclassification No.01-09 <br /> This letter as in response to the subject application referral as it relates to the 34.74 acre site <br /> proposed for industrial development located on the west side of Manthey Road approximately <br /> 300 feet south of Klo Road. <br /> The City of Lathrop has filed an application with LAFCO to include the area between Interstate 5 <br /> and the San Joaquin River north to Roth Road within the City's Sphere of Influence. The <br /> project site is included in this area. The development of the specific plan for the area to be <br /> annexed will likely include residential, recreational, open space, and commercial areas but it will <br /> not include industrial. <br /> The Riverwalk Specific Plan area is located immediately south of the proposed industrial site. <br /> Development by an industrial user will impact the proposed residential development as it relates <br /> to traffic, noise, air quality and visually. In the Initial Study land use and hazards are not <br /> adequately addressed. There is no mitigation proposed as it relates to potential hazards caused <br /> by an industrial user immediately adjacent to residences. No discussion as to the <br /> incompatibility of placing houses in such close proximity to your industrial project site. <br /> The City is further concerned about the traffic impact to Manthey, Lathrop, and Roth Roads as it <br /> relates to street improvements and maintenance. Therefore, the City of Lathrop would <br /> request that a regional impact fee be placed on the project that will serve to mitigate those <br /> impacts. <br /> City staff is willing to discuss with County staff and the project proponent these matters to <br /> assist in resolving these issues.
