❑ Determine the number of people the two parcels can individually support through nitrate <br /> loading calculations without violating the Porter-Cologne Water Quality Act. The State <br /> of California promulgated this Act as "nondegradation" legislation,that in essence forbids <br /> any subsurface discharge of contaminants in concentrations that are greater than <br /> concentrations as they currently exist in the groundwater under examination. <br /> II. SOIL SUITABILITY STUDY FINDINGS <br /> A. SUBJECT PROPERTIES AND SURROUNDING STUDY AREA INFORMATION <br /> The following chart is information on the two subject parcels which encompass these studies, <br /> and they are illustrated on the attached Site Plan Map. The two parcels constitute the "subject <br /> properties" as referenced in this report. There was an error in zoning designation when APN <br /> 191-230-07 was purchased by Central Valley Construction. This parcel was initially represented <br /> as I-W, when in fact it was actually zoned AG-40. <br /> A.P.N. ADDRESS ACREAGE ZONING <br /> 191-230-07 No Address Referenced 34.74 Acres Pending AG-40 to I-W <br /> 191-230-08 No Address Referenced 1.39 Acres AG-40 <br /> Assessor's Parcel Number 191-230-07 was the defunct Hayres Egg Farms. All of the buildings <br /> associated with this egg ranch have been razed and removed from this parcel. A few items from <br /> the ranch remain, which are mostly unsalvageable. A portion of the property is being used as <br /> storage for items associated with Central Valley Construction projects such as barricades,pipe <br /> and equipment. There are four domestic wells on this parcel which are all non-operational since <br /> no electricity is supplying the pumps. <br /> Assessor's Parcel Number 191-230-08 has never been improved with any structures or wells. It <br /> appears from the USDA aerial photo, and from recollections of EHD Staff,that there was a <br /> wastewater pond at the southern end of the facility, encroaching on APN 191-230-08. Directly to <br /> the south of this parcel is a calf/heifer ranch facility that has been at this location for over the past <br /> 50 years. This information is according to Mr. Vallejo who grew-up directly south of this area. <br /> Surrounding land use to the north, south and west of the subject properties is, and has been, <br /> predominately in agricultural production for last several decades. Land use is illustrated on the <br /> United States Department of Agriculture (USDA) Soil Map for this area of San Joaquin County. <br /> Further to the south is the city of Lathrop. To the east of the subject properties are Manthey <br /> Road, Interstate 5, commercial and industrial facilities, and the Sharpe Army Defense Depot. <br /> It is unknown if the City of Lathrop will extend services north to this locale and provide water and <br /> sewer, although it is likely. The houses on Klo Road, the commercial facilities to the east of <br /> Interstate 5, and part of the City of Lathrop are currently on septic systems. <br /> 2 <br /> Chesney ConsuCtinq <br />
