d. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee currently is$690.00 per 1,000 gross <br /> square feet of building designated as Manufacturing in the Lathrop area. The fee shall be <br /> automatically adjusted July 1 of each year by the Engineering Construction Cost Index as <br /> published by the Engineering News Record. (Resolution R-00-433) <br /> e. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> f. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> g. Any construction activity that results in the disturbance of at least one acre of soil shall require a <br /> State National Pollutant Discharge Elimination System (NPDES) construction permit. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Mike Escotto, 468-3443) <br /> a. The Environmental Health Department requires a soil suitability/nitrate loading study <br /> incorporating proposed staff and customer use which indicates that the area is suitable for septic <br /> tank usage. This must be performed prior to issuance of building permits and/or final occupancy <br /> (Development Title Section 9-1105.2[d]). A review fee of$465.00 must be paid at the time of <br /> submittal to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or the EPA Design Manual for on-site wastewater treatment and disposal systems is <br /> required for each parcel. A permit fee of$93.00 per percolation hole is required. <br /> b. Due to concerns by the Environmental Health Department in regard to high nitrate levels in the <br /> drinking water, an addendum to the soil suitability/nitrate loading study of September 25, 2002, is <br /> required. This addendum is to address these concerns and enhance the previous study in <br /> speaking to the current project. <br /> NOTE: The addendum may require a package treatment plant or Civil Engineered septic system <br /> with denitrification cycle in the system. <br /> c. The existing private water wells shall be tested for general minerals and nitrates prior to the <br /> issuance of building permits and/or final occupancy. <br /> d. The Environmental Health Department requires that the abandoned well in the southwest open <br /> field be destroyed under permit and inspection by the Environmental Health Department <br /> (Development Title Section 9-1115.5[e]). <br /> e. The applicant shall obtain out-of-service well permits for existing private water wells not currently <br /> in use, or abandon wells under permit and inspection by the Environmental Health Department. <br /> f. Warehouse usage shall be subject to an annual inspection by the Environmental Health <br /> Department at the business's expense to ensure compliance with ordinance and permit <br /> requirements (Development Title Section 9-509.9[c]). <br /> Conditions of Approval -4 - PA-0400646 <br />
