Analysis <br /> Background <br /> Although the Site Approval application would ordinarily be processed at staff level, it is being referred to <br /> the Planning Commission at the request of the Board of Supervisors pending completion of the County's <br /> wireless communications ordinance. <br /> The Deviation application is also ordinarily processed at staff level. However, it is being referred to the <br /> Planning Commission because the accompanying Site Approval application is being referred to the <br /> Planning Commission. <br /> Site Approval <br /> The proposed project is a'Utility Services-Cellular Facilities' use type that may be conditionally permitted <br /> in the AU zone with an approved Site Approval application. Wireless services are regulated by the <br /> Wireless Bureau of the Federal Communication Commission (FCC). <br /> The applicants are proposing to use a 50-foot-high wood monopole to accommodate the cellular <br /> antennas. The wood monopole is being proposed because it will resemble a telephone pole, and this <br /> will blend in with the existing utility poles in the area. <br /> Deviation <br /> The applicants are requesting to deviate the required 30-foot front and rear yard setbacks to 23 feet. The <br /> purpose of this Deviation is to site the cellular facility as far to the north on the subject parcel as possible, <br /> leaving the balance of the parcel vacant for any future development.
