I liquid, solid, gaseous , or radioactive, associated with human <br /> 2 habitation, or of human or animal origin, or from any producing , <br /> 3 manufacturing or processing operation of whatever nature, <br /> 4 including such wastes placed within containers of whatever <br /> 5 nature, prior to and for the purpose of disposal. <br /> 6 Wastewater Capital Reserve Fund (WCRF) - That fund which <br /> 7 is required by the State Water Resources Control Board in <br /> 8 accordance with Section 2150 of the Clean Water Grant program <br /> 9 regulations which is defined in Article 4 , Section 3, of the <br /> 10 State Guidelines. The Guidelines outline the amount, method, <br /> 11 and disbursement of the fund. This fund is subject to review <br /> 12 and inspection under the State regulations. <br /> 13 Wastewater Facilities - Also known as sewage facilities . <br /> 14 Any and all facilities intended and used for collecting, con- <br /> 15 veying, pumping, treating and disposing of wastewater. <br /> 16 Wastewater - Water-borne waste matter associated with or <br /> 17 of human or animal origin, or from any producing, manufacturing <br /> 18 or processing operation of whatever nature. <br /> 19 SECTION 2. PURPOSE OF AGREEMENT <br /> 20 The purpose and intent of this agreement is to provide the <br /> 21 maximum public benefit from the use of the City ' s wastewater <br /> 22 facilities and to provide the terms , conditions and compensation <br /> 23 for City to transport and treat wastewater originating in <br /> 24 certain of the adjacent unincorporated County areas . Notwith- <br /> 25 standing any other conflicting provision herein, nothing in <br /> 26 this Agreement shall be deemed or construed to have caused <br /> 27 County , or other agency to have acquired any capital or other <br /> 7 - <br />
