I to discharge wastewater into the point of delivery, appropriate <br /> 2 rates for the annexed portion ' s part of the Hospital Complex <br /> 3 maintenance and operations cost, only, shall be negotiated. <br /> 4 Such costs shall be proportionate to the relationship that <br /> 5 capacity use bears to the total capacity of the reach of pipe, <br /> 6 or pump, used for such conveyance. Otherwise, no capital cost <br /> 7 or rate cost adjustments will be required. <br /> g B. Any change in land use which is likely to increase <br /> 9 the quantity or change the quality of source wastewater at any <br /> 10 user connection, or any new use, shall be subject to the permit , <br /> 11 provisions of County. Such County fees and charges within the <br /> 12 areas served by County included in this Agreement shall provide <br /> 13 to City an amount equivalent to the City ' s fees and charges for <br /> 14 like service in the City. Such permit issuance by mutual <br /> 15 consent of City and County shall have the effect, intent and <br /> 16 purpose of revising the Capacity Service of this Agreement. <br /> 17 C. If any County area which is included in this Agree- <br /> 18 ment is enlarged, County and City shall mutually agree upon the <br /> 19 amount to be paid to City for such additional Capacity Service. <br /> 20 Such amount shall be determined by applying the cost distribution <br /> 21 considerations of Section 13, which follows. <br /> 22 SECTION 13. DISTRIBUTION OF COSTS <br /> 23 The allocation of costs to County for use of the Regional <br /> 24 System shall include the following : <br /> 25 A. Capital Related Costs <br /> 26 1 .
