1 other legal process, that the alleged failure was caused by <br /> 2 negligence , malfeasance or other culpable act (s) of County. <br /> 3 SECTION 19. SEVERABILITY <br /> 4 If any section, subsection, sentence , clause, phrase or <br /> 5 word of this Agreement, or the application thereof, to either <br /> 6 party, or to any other person or circumstance is for any reason <br /> 7 held invalid, it shall be deemed severable and the validity of <br /> 8 the remainder of the Agreement or the application of such <br /> 9 provision to the other party, or to any other persons or cir- <br /> 10 cumstance shall not be affected thereby. Each party hereby <br /> 11 declares that it would have entered into this Agreement and <br /> 12 each section, subsection, sentence , clause, phrase and word <br /> 13 thereof irrespective of the fact that one or more section, <br /> 14 subsection, sentence, clause, phrase or word, or the application <br /> 15 thereof to either party or any other person or circumstance be <br /> 16 held invalid. <br /> 17 SECTION 20. AGREEMENT <br /> 18 This Agreement may be supplemented or amended by an Agree- <br /> 19 ment in writing executed by the respective officers of County <br /> 20 and City, as authorized by their legislative bodies. <br /> 21 SECTION 21.
