MANTHEY ROAD <br /> FRENCH CAMP, CALIFORNIA <br /> i <br /> L <br /> I Dear Mr. Nuedeck: <br /> L <br /> In accordance with your request and authorization, Kleinfelder has conducted limited soil <br /> sampling and analysis at the subject site. Kleinfelder conducted previous environmental field <br /> L activities from which conclusions and recommendations were included in the report titled <br /> "Limited Soil Assessment, Silva Trucking Yazd, 8355 South Manthey Road, French Camp, <br /> California, APN 193-170-28, 29" (File No.52495.E01/ST05R268, dated March 8, 2005). The <br /> report was submitted to the San Joaquin County Environmental Health Department (SJCEHD) <br /> for review. S JCEHD s ubmitted the report to the California Regional Water Quality Control <br /> Board, Central Valley Region (CVRWQCB) for additional regulatory comment. This addendum <br /> letter addresses the concerns raised by the CVRWQCB. <br /> BACKGROUND <br /> Silva Trucking submitted an application (Site Approval Application No. PA-02-400) to the San <br /> Joaquin County Community Development Department (SJCCDD) to utilize the subject property <br /> for truck trailer parking. On April 14, 2003 SJCCDD granted conditional approval of the <br /> application. One of the conditions, issued from the San Joaquin County Environmental Health <br /> Department (EHD), required Silva Trucking to complete a Phase lI Site Assessment to assess <br /> road base material and evaluate its' potential impacts to soil and groundwater. The road base at <br /> the site included crushed rock and roof tile (manufactured by Monier Life Tile), which was <br /> Lspread across the site. According to EHD, Monier brand concrete roof tiles have been noted as <br /> having leachable concentrations of Total Petroleum Hydrocarbons as referenced to Diesel (TPH- <br /> D).
