ETAL (CIO DAVE <br /> & BARBARA SILA)(APN: 193-200-06) (ADDRESS: 8853 SOUTH <br /> MANTHEY ROAD, FRENCH CAMP) <br /> i <br /> The applicant has submitted the above referenced General Plan Map Amendment <br /> pre-application to amend the General Plan designation of one 66.39 acre parcel <br /> from AIL (Limited Agriculture) to IIL (Limited Industrial). The project is located <br /> 1000 feet north of Bowman Road, on the west side of Manthey Road. The parcel <br /> is located outside of the urban community of French Camp. The property is zoned <br /> AL-10 (Limited Agriculture, 10-acre minimum) . <br /> The project site is primarily flat, fallow agricultural land. Parcels to the south and I <br /> a <br /> west are agricultural with single family residences, the east side of the project site } <br /> is bordered by1nterstate 5, and to the north the parcel is bordered by an existing <br /> trailer parking facility. The proposed underlying project is a truck terminal on 36 j <br /> acres and an undetermined industrial use on 30 acres. <br /> The Community Development Department has reviewed this application and has <br /> the following comments: <br /> Agricultural Mitigation <br /> The San Joaquin County Board of Supervisors adopted the Agricultural Mitigation <br /> Ordinance on November 21, 2006. The Ordinance will become effective on <br /> January 22, 2007. The Ordinance requires agricultural mitigation for a General <br /> Plan Amendment that changes the designation of any land from an agricultural to <br /> a non-agricultural use (Section 9-1080.3(a)(1)). Agricultural mitigation'shall be <br /> satisfied by granting a farmland conservation easement or other farmland <br /> conservation mechanism as set forth in Development Title Section 9-1080.3(d).
