Re: PA-0700439 (SA); .J0006756 Page. 2 8853 S.Manthey Road,French Camp A public water supplier must possess adequate financial, managerial,and technical capability to assure delivery of pure,wholesome, and potable drinking water in accordance with San Joaquin County Development Title, Sections 9-1120.2 and 9-1115.9;Title 22 of the California Code of Regulations, and California Health and Safety Code, Sections 116525 through 116570. D. An application for Waste Discharge Requirements must be submitted to the Central Valley Regional Water Quality Control Board prior to development(California Water Code,Article 5, Section 13280). E. Plans for an onsite wastewater treatment system(s), designed and stamped by a Registered Engineer, shall be submitted to the EHD for review and approval(San Joaquin County Development Title, Section 9-1105.2).. The design of the onsite wastewater treatment system(s)shall be based on the findings of the approved Soil Suitability/Nitrate Loading Study. A plan review fee of$196.00 shall be paid to the EHD at the time of submittal. F. The onsite wastewater treatment system or systems shall be constructed under permit and inspection by the EHD at the time of development. (San Joaquin County Development Title, Sections 9-1110.3 and 9-1110.4). A separate onsite wastewater treatment system construction permit and associated fee of$1,100 shall be submitted to the EHD for each System. Only domestic liquid waste is allowed to be discharged to an onsite wastewater treatment system. For that reason,the EHD shall require periodic monitoring and analysis of the effluent from each treatment system installed to show that prohibited discharges have not occurred. (San Joaquin County Development Title, Section 9-1110.7). A monitoring plan shall be submitted to the EHD for approval prior to occupancy. i, G. The applicant is required to obtain'an annual onsite wastewater treatment system permit prior a to final occupancy. A fee of$450.00 shall be paid at the time of application submittal to the # EHD, and annually thereafter. Compliance with the approved monitoring plan shall be a permit condition. H. Floor drains shall not be connected to an onsite wastewater treatment system or stormwater collection system. Floor drains must be plumbed to a collection and storage/holding system designed by a Registered Engineer,and approved by the EHD. The material collected from the floor drainage system must be analyzed for hazardous constituents prior to disposal. Specific testing requirements may be obtained from the EHD. A$196.00 EHD plan check fee must be paid at the time of floor drainage plan submittal. I. If hazardous material(s) is stored on site,the applicant must register with San Joaquin County Office of Emergency Services. J. If any quantity of hazardous waste is generated, a hazardous waste generator permit must be obtained from the EHD. The applicant must also obtain an EPA Identification Number,and comply with all applicable regulations. t RE:LC r F
