D. An application for Waste Discharge Requirements must be submitted to the Central Valley Regional Water Quality Control Board prior to development(California Water Code,Article 5, Section 13280). E. Plans for an onsite wastewater treatment system(s), designed and stamped by a Registered Engineer, Shall be submitted to the EHD for review and approval (San Joaquin.County Development Title, Section 9-1105.2).. The design of the onsite wastewater treatment systern(s)shall be based on the findings of the approved Soil Suitability/Nitrate Loading Study. A plan review fee of$196.00 shall be paid to the END at the time of submittal. F. The onsite wastewater treatment system or systems shall be constructed under permit and inspection by the EHD at the time of development. (San Joaquin County Development Title, Sections 9-1110.3 and 9-1110.4). A separate onsite wastewater treatment system construction permit and associated fee of$1,100 shall be submitted to the EHD far each system. Only domestic liquid waste is allowed to be discharged to an onsite wastewater treatment system. For that reason,the EHD shall require periodic monitoring and analysis of the effluent Flom each treatment system installed to shove that prohibited discharges.have not occurred. (San Joaquin County Development Title, Section 9-1110.7). A monitoring plan shall be submitted to the EITD for approval prior to occupancy, G_ The applicant is required to obtain an annual onsite wastewater treatment system permit prior to final occupancy. A, fee of$450.00 shall be paid at the time of application submittal to the EHD, and annually thereafter. Compliance with the approved monitoring plan shall be a permit condition. 1-1. Floor drains shall not be connected to an onsite wastewater treatment system or stormwater collection system. Floor drains must be plumbed to a collection and storage/holding system designed by a Registered Engineer, and approved by the EMD. The material collected from the floor drainage system must be analyzed for hazardous constituents prior to disposal. Specific testing requirements may be obtained from the EHD. A $196.00 E14D plan check fee must be paid at the time of floor drainage plan submittal. 1. If hazardous material(s) is stored on site,the applicant must register with Sari Joaquin County Office of Emergency services_ J. If any quantity of hazardous waste is generated, a hazardous waste generator permit must be obtained from the EHD.
