The SJCEHD
has requested an Addendum to this Report addressing the operation of the dairy. Specifically, the EHD is
concerned with the manure generation at the dairy site and potential pollution from this source.
Beginning with the dairy holding pond, nitrate contamination of underlying groundwater from pond manure is
extremely unlikely due to the fact that non-aerated dairy ponds are anaerobic. Without sufficient oxygen,
nitrification cannot occur, which would lead to the formation of nitrate molecules. Leakage from the pond is
unknown, but it has been documented In the scientific literature that dairy holding ponds are self-sealing by
manure particles that become entrapped within the soil pore spaces.
The Faria Dairy cropland receives both liquid and solid manure generated by the dairy facility. It is my
understanding that Mr. Faria owns sufficient acreage to accept all of the liquid and solid manure produced by the
dairy. The dairy is under the Regional Water Quality Board General Order. It is my understanding that the facility
was inspected by staff from the Regional Board late last year and was found to be in compliance with all of the
General Order requirements. Additionally, Innovative Ag Services, Inc.of Tulare,CA conducts inspections,
monitoring, testing and files reports on the nutritional analysis of the Faria cropland to ensure that it is not being
overloaded with nutrients. The Regional Board inspection concludes that the Faria Dairy is in compliance.
Consequently, based on these inspections,it is my professional opinion that the dairy manure poses no threat to
the underlying groundwater.
I trust this information is sufficient for the requested Addendum. Please contact the undersigned if there should
be any questions.
Respectfully submitted,
PROVOST&PRITCHARD CONSULTING GROUP
OQpOFESSIO
CHFSyt(Fym
¢ No. 75,479
. l
9rF C P'oF /
DATE SIGNED 3 / 13
Don Chesney, PE
Engineering•Surveying•Planning•Environmental•GIS•Construction Services•Hydrogeology•Consulting
Fresno•Bakersfield•Visalia•Clovis•Modesto•Los Banos
