August 14,2001
Job Number:LGOl-244
Page 2
III. PRESENT AND PAST USE OF THE SITE
An interview was conducted with Ms. Jane Van Hook of PMZ Rhode Real Estate,to
determine the history of the site. Ms. Van Hook represents the property seller and is familiar
with the site history to the early 1960's. Presently, Terry Scarbrough of Fineline Gunite is in the
process of purchasing the property from Lloyd Haworth, the current owner of the property.
Lloyd Haworth and his sister inherited the property from their family. The property has
been used as a family residence since at least the 1950's and possibly earlier. During the period
in the 1960's, the property was also used to store construction equipment. The property was sold
_ by Mr. Haworth to another party but was later repossessed by him due to tax problems. Details
regarding the period and duration of Mr. Haworth's non-ownership is unclear to Ms. Van Hook.
We understand from Ms. Van Hook that Mr. Haworth is presently ill and is unabl&provide
additional details regarding the site history.
We understand that San Joaquin County Public Health Services, Environmental Health
Division(SJC PHS-EHD)indicated a septic system permit was issued for a third septic system
for a pre-existing mobile home on the property. This permit, indicating a third system for use
with a mobile home, was located in the files of SJC PHS-EHD office. The permit is attached in
the appendix. We understand that the SIC PHS-EHD also wanted this septic system abandonedy —
along with the other two (known) septic systems. The period of existence of the mobile home is,.,, ✓ „_
unknown and the septic system exact whereabouts is unknown. The permit is dated 12/1/71.
The sketch on the back of the permit shows the location of the mobile home trailer southeast of 7
the residence and shop about 25 away from the"drainage ditch"(See permit in appendix for
sketch). No physical evidence of the system was visible during three on-site visits.
IV. SURROUNDING USAGE
The site is bounded to the north by Mariposa Road, bounded to the east and south by
Branch Creek, and bounded to the west by neighboring parcel. The area is zoned as Limited
_ Industrial (I-L)Zone, intended to provide for light impact manufacturing, warehousing,
wholesaling, construction contracting, and distribution uses. Activities within the Limited
Industrial (I-L) Zone have external physical effects that are generally restricted to the immediate
area, are compatible with surrounding uses, are conducted entirely within enclosed buildings, and
have outdoor storage areas that are screened. Business and professional offices may be found
within this zone.
.. ,
