Again, the intent of the A/L General Plan <br /> land use designation is to recognize existing concentrations of small five <br /> and ten acre parcels. <br /> Bases for Zone Reclassification <br /> In order to approve an application for a Zone Reclassification, the Planning Commission <br /> and Board of Supervisors shall determine that the following Bases for Zone Reclassification <br /> can be made in the affirmative: <br /> a) The proposed zone district is consistent with the General Plan, any applicable Master <br /> Plan, and any aoplicable Specific Plan. <br /> • The proposed Zone Reclassification to change the zoning to AL-5 is <br /> inconsistent with General Plan Volume 1 Page VI-11 Agricultural Land Use <br /> Policy 3(a) and General Plan Volume 1 Page VI-13 Agricultural Land Use Policy <br /> 7 as referenced above. <br /> b) The proposed zone district is reasonable and beneficial at the time. <br /> • The proposed Zone District is not reasonable and beneficial at this time <br /> because t is inconsistent with General Plan policies. <br /> Water Policy <br /> The Public Works letter of May 3, 2005 indicates that a study showing no increase in <br /> demand in water supply shall be required prior to approval of the applications. According to <br /> Board Order R-91-973, 'any General Plan Amendment approved by the County shall not <br /> result in increased demand upon the water supply.' <br /> Wastewater Disposal <br /> Development Title Section 9-1105.2[d] states that the suitability of an area proposed for <br /> septic tank usage shall be determined prior to a General Plan Amendment or Zone <br /> Reclassification application.
