Conditions Quarry Excavation Application No. QX-98-2 was approved by the San Joaquin County Planning Commission on . The effective date of approval is . This approval will expire on which is 18 months from the effective date of approval, unless (1) all Conditions of Approval have been complied with, (2) all necessary building permits have been secured and remain in force, and (3)all necessary permits from other agencies have been secured and remain in force. Unless otherwise specified,all Conditions of Approval and Ordinance requirements shall be fulfilled prior to the establishment of the use and the issuance of any building permits. Those Conditions followed by a Section Number have been identified as Ordinance requirements pertinent to this application. Ordinance requirements cannot be modified, and other Ordinance requirements may apply. 1 COMMUNITY DEVE=LOPMENT DEPARTMENT: (Staff Contact: Tom Gau, 468-2344) a. APPROVAL: This approval shall be for a two-phased excavation of the 114.1-acre site, as shown on the Mining and Reclamation Plans dated February 7, 1997. b. RECLAMATION PLAN: The Mining and Reclamation Plan shall be prepared by a registered Civil Engineer and show drainage, driveway access details, on-site parking, existing and proposed utility services, grading, and reclamation. Storm drainage runoff shall be retained on the site. The drainage pattern and corresponding storm drain improvements shall be shown on the Plan. A plan check fee as specified by Section 9- 240 will be required. The Mining and Reclamation Plan shall be approved by all agencies with permit authority within 60 days of permit approval. c STOCKPILES AND SCREENING: No stockpiled soil or material shall be placed closer than 25 feet to a property boundary except where shown on plans to provide landscape berms for screening (provided that sight distances at road intersections are not impaired). (Development Title Section 9-1415.3[b]) PRIVATE ROADS: All private roads involved in an excavation shall be maintained so as to control the creation of dust. The first 100 feet of any private road on the property which intersects w(th a publicly maintained road shall be surfaced in a manner approved by the Director. Traffic-control and warning signs shall be installed, if required, at such intersections. The placement and size of these signs shall be approved by the Director of Public Works. (Development Title Section 9-1415.3[c]) e. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods shall be required where necessary for the control of erosion. An erosion and sediment control plan approved by the Development Services Division shall be part of the reclamation plan. (Development Title Section 9-1415.3[d]) f PERFORMANCE STANDARDS Standards contained in Chapter 9-1025 shall be met unless otherwise modified by conditions of the Quarry Excavation Permit.
