PM-10 (fine particulate matter, dust) has been designated serious <br /> nonattainment by the EPA and nonattainment by the CARS. The Federal Clean Air Act <br /> (CAA) and the California Clean Air Act require areas that are designated nonattainment <br /> to reduce emissions until standards are met. <br /> Based on the information provided, a negative declaration is appropriate from an air <br /> quality perspective. <br /> Thank you for the opportunity to comment.
