Analysis <br /> General Plan/Zoning Consistency <br /> The project site is designated on the General Plan maps as A/G(General Agriculture),with an accompanying <br /> consistent zone designation of AG-40 (General Agriculture,40-acre minimum). According to Table 9-605.2 <br /> of the Development Title, "Uses in the Agricultural Zones," all three Religious Assembly use types <br /> (Neighborhood,Community,and Regional)may be permitted in the agricultural zones subject to an approved <br /> Use Permit application. Due to the proposes number of seats (under 250), the project is classified as a <br /> Religious Assembly-Neighborhood use type(Section 9-115.545[a]). <br /> Neighborhood Opposition <br /> Five letters in opposition from neighbors have been submitted. The opposition raises the following issues: <br /> land use conflicts with surrounding agricultural operations, loss of farmland, increased traffic, safety issues <br /> given proximity to the Banta-Carbona Irrigation District canal, and the number of seats proposed has been <br /> misrepresented. <br /> With respect to concerns regarding land use conflicts with surrounding agricultural operations,the facility will <br /> be fenced,which should prevent trespass into surrounding fields and the adjacent Banta-Carbona Irrigation <br /> District canal located along the northern boundary of the site. With respect to the loss of farmland,the church <br /> will remove approximately two acres from cultivation. With respect to traffic,the Department of Public Works <br /> did not require a traffic study.
