Analysis <br /> Project Description <br /> This project is a Major Subdivision application to subdivide approximately 36 acres into 88 residential lots, <br /> with a minimum lot size of 8000 square feet, as provided for in the General Plan for Lockeford. Sewer and <br /> water will be provided to the project by the Lockeford Community Services District. Storm drainage will be <br /> provided by an on-site retention basin maintained either by the Lockeford CSD or the formation of a County <br /> Service Area. <br /> Background <br /> A modification of this project was previously approved by the Board of Supervisors on April 9, 1992, as a <br /> Planned District. A Planned District is an overlay zone to the primary zone, Residential Low Density,for the <br /> project. This project incorporated a lake, which is being utilized for storm drainage,as a water feature. This <br /> project expired on April 23, 1998. <br /> General Plan and Zoning <br /> This project is within the urban community of Lockeford and is designated on the General Plan as Residential <br /> Low Density. The minimum lot size for the urban community of Lockeford, as designated on the General <br /> Plan, is 8000 square feet. The zone classification of this property is Residential Low Density. Lockeford <br /> requires a minimum of 8000-square-foot lots. <br /> Biological <br /> A biological resources inventory was prepared for this project by Moore Biological Consultants in July 1998. <br /> Vegetation and wildlife field surveys were conducted in June 1998. Although the site contained no valley <br /> elderberry bushes or Swainson's hawk nesting sites, the site has the potential to support both of these <br /> species. The valley elderberry bushes will be fenced,and preconstruction surveys will be conducted for any <br /> nesting Swainson's hawks within one-quarter mile of the project boundary. The preconstruction survey <br /> should be conducted in April of each year. <br /> Cultural Resources <br /> An executive management summary of the archaeological investigations(CA-SAO-0203)of the project site <br /> was prepared February 1992 by L. Kyle Napton, Ph. D., California State University, Stanislaus. A <br /> reconnaissance of the site was conducted in October 1988, and backhoe testing of the site occurred in April <br /> 1989. Human skeletal remains were discovered in three separate backhoe trenches. Further excavation <br /> revealed the remains of approximately 27 individual Native Americans. These skeletals were exhumed <br /> under the personal direction of authorized Native American monitors and reburied in an approved locations. <br /> The report recommends that the project and construction be allowed to proceed. However, because there is <br /> the potential that other burials could be present on the proposed project site, a Condition of Approval has <br /> been developed which requires that a Native American monitor and a qualified archaeologist be present on <br /> the site when initial site preparation and utility trenching occur to determine the appropriate disposition of any <br /> newly uncovered human remains. <br /> San Joaquin County SU-98-1WSA <br /> Community Development Paoe 5 <br />
