Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration;and <br /> 2. Approve Major Subdivision Application No. SU-98-1 with the Findings and Conditions of <br /> Approval contained in the staff report. <br /> Findings <br /> 1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, Specific <br /> Plan, and Special Purpose Plan, and any other applicable plan adopted by the County. <br /> • This finding can be made because the vesting tentative map for the 88-lot residential <br /> subdivision is consistent with the Residential Development Objectives and Principles <br /> of the General Plan,and with the mitigation measures,the proposal is consistentwith <br /> the General Plan's Circulation and Transportation Principles regarding adequate <br /> roadway and capacities. <br /> 2. The design or improvement of the proposed subdivision is consistentwith the General Plan and any <br /> applicable Specific Plan or Special Purpose Plan. <br /> • This finding can be made because the number and size of lots proposed are within <br /> the density range (1-6 dwelling units per gross acre) allowed under the General Plan <br /> designation of Low Density Residential, and adequate traffic circulation will be <br /> provided by the design of the subdivision. <br /> 1 The site is physically suitable for the type of development proposed. <br /> • This finding can be made because the site is relatively flat, regularly shaped, and <br /> adequately sized to accommodate the single-family residential development with <br /> private septic tank systems,public water,and storm drainage systems. <br /> 4. The site is physically suitable for the proposed density of development. <br /> • This finding can be made because each lot within the subdivision will meet the area, <br /> width, and setback requirements of the Residential Low Density zone. Public water, <br /> interim septic disposal, and terminal storm water drainage will be provided to each <br /> lot in accordancewith the County's Development Requirements. <br /> 5. Neither the design of the subdivision nor any proposed improvements are likely to cause substantial <br /> environmental damage or substantially and avoidably injure fish or wildlife or their habitat. <br /> • This finding can be made because no unique or endangered species or habitat have <br /> been identified on the site. <br /> San Joaquin County SU-98-1\JSA <br /> Community Development Page 7 <br />
