Call 468-3120 for an <br /> appointment. When you apply,file all of the following: <br /> • FEE The staff will let you know the current cost of filing an application. Make checks <br /> payable to the San Joaquin County Treasurer. <br /> • FORM Seven(7)copies of the completed application Information forms (attached)which all <br /> owners must sign. <br /> • GRADING PLAN Seven(7)copies of a folded Grading Plan(see attached)and two(2)copies of an 8-112" <br /> x 11"reduced copy of the plan. <br /> • HAZARDOUS One copy of a completed Hazardous Materials Disclosure Survey form(a copy of the <br /> MATERIALS form is attached). <br /> • DEED One copy of the recorded deed(s)of the property. <br /> • SOILS If the project includes the removal of topsoil,one copy of a soils report must be <br /> REPORT submitted. This report must be prepared by a soils scientist qualified to analyze <br /> agricultural soils. <br /> • APPLICATION Staff will check your appllcalion. If anything Is missing,you will be notified In writing. <br /> COMPLETE The applicant will be sent a postcard once the application has been determined <br /> complete. our application cannot be processed until it Is complete.) <br /> STEP 3 APPLICATION PROCESSING <br /> • CEOA The County will determine If the proposal will have an adverse effect on the <br /> environment. If t no adverse effects are Identified,the application will be processed. If <br /> there are potential adverse effects,further environmental review will be required. <br /> Projects that have the potential to adversely affect the environment will require the <br /> preparation of an E.I.R. This will extend the processing time. <br /> • REFERRALS AND Staff will refer the application to any County departments,other agencies and <br /> ACTION surrounding property owners affected by your proposal. At the end of a review and <br /> comment period the staff will approve your application If they can make required <br /> findings. If the staff cannot make the required findings,the application will be denied. <br /> Typically action will be taken by staff on the project within 7 -8 weeks. <br /> • FINAL ACTION The action of the staff can be appealed to the Planning Commission. The staffs action <br /> is final unless appealed. For further Information on the length of the appeal period, <br /> contact the staff. <br /> STEP 4 CONDITIONS AND ADDITIONAL PERMITS <br /> • CONDITIONS The staff will send you the final action on your proposal and If It is approved list <br /> conditions,by department,that must be met before you can start your project. <br /> • SITE In addition to the Grading Plan,a Site Improvement Plan Is frequently required as a <br /> IMPROVEMENT condition of approval. This Is an engineered plan showing drainage,grading,frontage <br /> PLANS Improvements,access,on-and off-site service and utility facilities,landscaping and <br /> clrculatlon/parking details.,and may be Incorporated Into the Grading Plan. <br /> • ENCROACHMENT Driveway Permits must be acquired from the Public Works Department for any work <br /> PERMITS performed within the road right of way. If the project fronts on a state highway these <br /> permits are obtained from Caltrans. <br /> • OTHER PERMITS Frequently other local,state and/or federal agencies will require permits prior to new <br /> uses being established(e.g.Air Pollution Control District or Regional Water Quality <br /> Cnntrol Rnar+1 The Comrentty development Department will Identify additional known <br /> permits that may te require!for your project. f <br /> PA_AX.FRM Rev June 10,1996 <br />
