The conversations concluded that the project is <br /> :RAY DAVIS inconsistent with San Joaquin County (County) Ordinance and the <br /> GOVERNOR Williamson Act regarding reclamation of contracted land. Therefore, the <br /> project was not approved at that time. The Department of Conservation <br /> (Department) appreciates your attention to this matter. <br /> The project was the application by Reeves Sand & Gravel, Inc. for a <br /> Revision of Approved Actions to allow a 10-acre expansion of a quarry <br /> and to reclaim the expanded portion to a lake for fish, wildlife and <br /> waterfowl habitat. A Negative Declaration was proposed for the project. <br /> The site is located on the south side of McDonald Island Road, one mile <br /> west of Holt Road, west of the City of Stockton, in San Joaquin County. <br /> According to the County Williamson Act Map, the site is within a parcel of <br /> approximately 312 acres of prime agricultural land under Farmland <br /> Security Zone (FSZ) contract. County ordinance requires that contracted <br /> land approved for mining must be reclaimed to agricultural land. It should <br /> be noted that Williamson Act compatible use provisions (Government <br /> Code §§51238.1 and 51238.2) also require that approved mineral <br /> extraction must reclaim prime agricultural land to its former condition in <br /> compliance with the reclamation standards of Public Resources Code <br /> §2773. In addition, with regard to land under FSZ contract, it should be <br />
