The project is located on Roberts Island in the Primary Zone of the Delta. <br /> The Commission itself has not had the opportunity to review the revised application so <br /> these are staff comments only. They are, however, based on the Commission's law and <br /> adopted plan for the Primary Zone of the Delta. <br /> It would be helpful if the applicant could provide additional information to address the <br /> following matters: <br /> The August 26, 2002 memo states a 10-acre pond would be excavated. The site plan <br /> shows an additional, adjacent area labeled "upland habitat"; it is not clear is this area <br /> would this area also be retired from agriculture. <br /> The applicant should state if the remainder of the site will remain in agriculture and if <br /> there is a reason why this particular area is less suitable for long-term agricultural use. <br /> The applicant should describe the wildlife values of a 10 acres pond and its proposed <br /> value as year-round wildlife habitat. The applicant should also describe if the pond will <br /> supplement habitat values of Whisky Slough or other nearby habitat areas. <br /> The applicant should describe any necessary any necessary long-term management of the <br /> proposed pond. <br /> In other areas creation of habitat can restrict normal agricultural practices on nearby <br /> lands, such as restrictions to spraying. The applicant should describe any possible <br /> restrictions to agriculture on the remainder of the property. <br />
