Executive Summary
PROPOSED PROJECT
This project would subdivide a 324-area into seven 40-acre parcels and one 44-acre
parcel near Clements in San Joaquin County, California. Jones & Stokes Associates was
hired by Ernie Brown, the project proponent, to evaluate the biological resources, identify
project impacts, identify mitigation measures, and prepare a monitoring program.
San Joaquin County prepared an initial study and subsequent negative declaration
for the proposed subdivision. The California Department of Fish and Game (DFG)
reviewed the proposed negative declaration and expressed concern about the lack of surveys
., for special-status species and about the proposed project's potential for impacts on wetlands.
The DFG recommended that a biological survey be conducted and that appropriate
mitigation measures be recommended and made a condition of project approval. Biological
surveys, an analysis of impacts, and development of appropriate mitigation measures would
satisfy the DFG's requirements for a mitigated negative declaration.
METHODS
The DFG and the U.S. Fish and Wildlife Service were consulted regarding potential
project resources and impacts. Jones & Stokes Associates biologists conducted field surveys
~ for biological resources, including special-status species, on August 30, 1990, and
September 6, 1990. Habitat types were mapped and their acreages calculated.
Impacts
Upland habitats present at the project site include annual grassland, oak woodland,
_ developed area, and irrigated pasture. Wetland habitats include riparian woodland, open
water, freshwater marsh, and vernal pool. The analysis of project impacts for the proposed
subdivision was based on descriptions provided by Mr. Brown. He intends to develop five
single-family residences and to maintain habitat values on the site to the maximum extent
possible.
1
