Executive Summary <br /> PROPOSED PROJECT <br /> This project would subdivide a 324-area into seven 40-acre parcels and one 44-acre <br /> parcel near Clements in San Joaquin County, California. Jones & Stokes Associates was <br /> hired by Ernie Brown, the project proponent, to evaluate the biological resources, identify <br /> project impacts, identify mitigation measures, and prepare a monitoring program. <br /> San Joaquin County prepared an initial study and subsequent negative declaration <br /> for the proposed subdivision. The California Department of Fish and Game (DFG) <br /> reviewed the proposed negative declaration and expressed concern about the lack of surveys <br /> ., for special-status species and about the proposed project's potential for impacts on wetlands. <br /> The DFG recommended that a biological survey be conducted and that appropriate <br /> mitigation measures be recommended and made a condition of project approval. Biological <br /> surveys, an analysis of impacts, and development of appropriate mitigation measures would <br /> satisfy the DFG's requirements for a mitigated negative declaration. <br /> METHODS <br /> The DFG and the U.S. Fish and Wildlife Service were consulted regarding potential <br /> project resources and impacts. Jones & Stokes Associates biologists conducted field surveys <br /> ~ for biological resources, including special-status species, on August 30, 1990, and <br /> September 6, 1990. Habitat types were mapped and their acreages calculated. <br /> Impacts <br /> Upland habitats present at the project site include annual grassland, oak woodland, <br /> _ developed area, and irrigated pasture. Wetland habitats include riparian woodland, open <br /> water, freshwater marsh, and vernal pool. The analysis of project impacts for the proposed <br /> subdivision was based on descriptions provided by Mr. Brown. He intends to develop five <br /> single-family residences and to maintain habitat values on the site to the maximum extent <br /> possible. <br /> 1 <br />
