The Rewwcas en
State e4 t.autornia 8 CY
Mensorandum
To 1. Projects Coordinator Dote April 26, 1990
Resources Agency
2 . Mr, Richard Larrouy, Associate Planner
San Joaquin County Planning Department
1810 East Hazelton Avenue
Stockton, CA 95205
From Department of fish and Game
Sub*t : Negative Declaration for a Minor Subdivision,
Application No. MS-90-79 , San Joaquin County, (SCH; 90020283)
The Department of Fish and Game (DFG) has reviewed the proposed
Negative Declaration. The project is located on the south bank of
the Mokelumne River, wes' of Camanche Rasarvoir in San Joaquin
County. The proposed project consists of a plan to subdivide
324 acres into seven 40-acre parcels with a 44-acre remainder.
Existing wildlife habitat conditions at the project site consist
of rolling hills covered by annual grasslands and pasture with
several stands of mature oak trees. There are three ponds on the
project site which provide aquatic and wetland habitat. The
Mokelumne River forms the northern project boundary. The riparian
corridor along the south bank of the Mokelumne River contains
numerous oaks, cottonwoods , buckeyes , and alders .
The current proposal consists of a plan to subdivide the 324 acres
into seven lots. However, we anticipate the eventual development
of dwellings on each of the lots, as well as many other
owner-optioned changes in the existing environment. These could
include roads, fences, tree removal, domestic pets, increased
livestock, etc. Theretpre, an analysis of the project ' s impact
should be based on the cumulative impacts of the full project
which includes eventual build-out of the lots .
Despite the relatively large size of the lots, the project has the
potential to significantly impact resident wildlife through direct
habitat loss or harassment. The DFG has received reports of
several sightings of mountain lion (Faris conc_olor) on the project
site. Additionally, there are several species of wildlife in the
project area which may be negatively affected by the project.
species which could be negatively impacted include: great blue
heron (Ardea herodias) , osprey (Pandion kala iastus) , bobcat (Lvnx
ri;fus) , grey fox (Urocyon cinereoaZaenteus) , mule deer (Odocoileus
hem on g columbianus) , bald eagle (Haliacetus leucocephalus) , and
others. Due to their inability to tolerate human disturbance,
many species may be displaced by the proposed project.
