Mr. Richard Larrouy <br /> when " . .the incremental effects of an individual project are <br /> considerable when viewed in connection with the effects of past <br /> projects, the effects of other current projects, and the effects <br /> of probable future projects" . <br /> The EIR should address and provide mitigation for the following <br /> concerns: <br /> 1. The project ' s impact upon State- and Federally-listed species . <br /> The survey for listed species described above together with <br /> suggested mitigation to offset potential impacts of the <br /> projects should be included in an ETR. <br /> 2 . The proje is impact upon wetlands . The subject lands should <br /> be surveyed .for wetlands. All streams and wetlands should be <br /> identified and protected. If the proposed project unavoidably <br /> impacts wetlands, mitigation should be provided that is based <br /> upon the concept of no net loss of wetland habitat values or <br /> acreage. <br /> 3 . The project ' s impact upon oak trees . Full build-out at the <br /> proposed density will significantly impact the number and <br /> density of oak trees on the property. A mitigation plan <br /> should be developed to retain the maximum number of oak trees. <br /> 4 . The project ' s growth-inducing impacts and the long-tarn effect <br /> on fish and wildlife resources. <br /> In order to comply with Public Resources Code Section 21081. 6 , a <br /> detailed monitoring program must be developed for all required <br /> mitigation conditions. The monitoring program should include the <br /> following: <br /> a. Specific criteria to measure effectiveness of mitigation. <br /> b. Annual monitoring for a minimum of five years. Annual written <br /> reports submitted to the lead agency and the DFG. <br /> c. Annual monitoring reports , each of which include corrective <br /> recommendations that shall be implemented in order to ensure <br /> that mitigation efforts are successful . <br /> Pursuant to Public Resources Code PRC sections 21092 and 21092 . 2, <br /> the DFG requests written notification of proposed actions and <br /> pending decisions regarding this project. written notifications <br /> should be directed to this office. <br />
