July 28, 1999 'ONO
San Joaquin County
Environmental Health Dept. kp `p
Stockton, CA 95205
Attention Mr. Ray Borgess: 1 9
Application number VR-99-2 and SA-99-53 listing John Zeb Khan as property owner and
Arney Corbin as the applicant.
We, the petitioners request a waste management program to be included on Staff Report
under the Environmental Health.
Some of the condition are: A spray program to keep the flies from being a hazard to our
community, that we may enjoy our BBQ's and family get togethers; the chicken manure
be sprayed after it is stock piled; follow up with a program to keep flies under control until
it is removed from the property.
Provisions made to spray manure as necessary in the houses. This should coincide with
the number of days each group of chickens are fed. All points of food storage and feeding
areas be sprayed in a timely manner.
The manure from both lagoons should be removed before any approval on raising chickens
is considered because they are breeding areas for flies.
Clearing of all weeds growing for the last two years. This is a possible fire hazard to all
the buildings.
How are the dead birds disposed of? Are the containers sprayed and kept clean on a daily
basis? What is the time element for having dead birds removed from chicken ranch?
The property owners next to chicken houses request that the variance not be granted
because the problem with commercial spray rigs is the high pitch of noise that may cause
the birds to flock. Who is responsible for liabilities when this happens? If allowed to
remain at the 45 foot distance the problem with dust and mites will increase many times
over to the almond and peach orchards next to this property. There hasn't been a permit
on this property for over two years.
Are all buildings and electrical wiring up to present codes and permits required?
We don't want a waste management program like the one issued to Stacey Powers
operating a horse ranch on Carrolton Rd. It's not possible for her to do all the things she
claims in her statement.
Isn't the residence on this property posted to be demolished and when will this happen?
Sincerely,
Concerned Citizens
cc: Jeff Fisher
Ben Hulse
Bob Cabral
