The Division supports the <br /> requirement of San Joaquin County Development Title, Section 9-1045.3 requiring a 100-foot <br /> separation as a means to help mitigate potential nuisances from poultry usage. <br /> NOTE: Should the Planning Commission make the finding to support Variance Request 99-2, <br /> the following San Joaquin County Development Title Requirements listed below shall apply <br /> prior to occupancy on SA-99-53. These Requirements cannot be modified: <br /> A. A soil suitability study/nitrate loading study indicating that the area is suitable for septic tank <br /> usage, animal waste ponding, storage, and/or application must be performed prior to <br /> acceptance of the application as required by Section 9-1105.2(d) of the San Joaquin County <br /> Development Title. A nitrate loading study is required and a review fee of$390.00 must be <br /> paid at time of submittal to Environmental Health Division. <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of <br /> septic tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal <br /> system is required for each parcel. A permit fee of$78.00 per percolation hole is required. <br /> (ORD/EHD) <br /> B. The applicant shall submit a manure management plan to Environmental Health Division and <br /> receive approval prior to use. A $156.00 plan check fee is required at time of submittal. The <br /> number of poultry per acre shall not exceed an amount, which would preclude good waste <br /> management practices. Applicant is to contact the Central Valley Regional Water Quality <br /> Control Board regarding tiling a Waste Management Report to be approved by Central <br /> Valley Regional Water Quality Control Board and the Environmental Health Division <br /> (Porter-Cologne Water Quality Control Act, Chapter 4.
