INTRODUCTION <br /> Mr. Gerald Straw is proposing to create three lots from a 0.638 acre parcel of land located in <br /> southeast Stockton. Mr. Zack Wong, P.E. of Wong Engineers is the civil engineer for the <br /> project. The attached tentative map illustrates the dimensions and orientation of the three <br /> proposed parcels. According to the San Joaquin County Development Title, a Surface and <br /> Subsurface Contamination Report (SSCR) must be conducted prior to the time of Tentative Map <br /> submittal. The purpose of this report was to investigate the subject property for real or potential <br /> environmental contamination and report the findings to the Client and the San Joaquin County <br /> Environmental Health Department. This report complies with the San Joaquin County <br /> Ordinance, specifically 9-905.12(a) for a Surface and Subsurface Contamination Report. <br /> Our report addresses and evaluates non-point sources of hazardous materials, as well as potential <br /> point sources. Non-point sources of hazardous materials include agricultural chemical residues <br /> and other contaminants. Point sources investigated that may have affected the subject property <br /> include industrial sites and production facilities, fuel storage tanks, septic systems, potential drug <br /> manufacturing chemicals, storage and mixing areas of chemicals and containers such as drums. <br /> No chemical analysis was conducted for this investigation, nor was there an inspection of any <br /> nearby older buildings and older residential structures near the project for asbestos containing <br /> materialsCMs). The subdivision will be connected to the City_kf Stockton water(Cal Water <br /> Service) a-d sewer for domestic water and sewage isposa—cervices. onse-C-quenTy, it is our <br /> understanding that Nitrate Loading and Soil Suitability Studies will not be required by the San <br /> Joaquin County Environmental Health Department. There is no on-site well to test for nitrates <br /> and the agrichemical dibromochloropropane (DBCP). <br /> SITE AND SURROUNDING PROPERTY DESCRIPTION <br /> Mr. Straw currently owns the property and is proposed to be developed into single family <br /> residential units. The site location and Assessors Parcel Number are referenced on the Title Page. <br /> Currently,the entire subject parcel is undeveloped open land,which has seven trees on the parcels <br /> as denoted on the Tentative Map. The property is zoned residential, and although it is near <br /> properties that have been recently farmed, the property is not in the Williamson Act. An ingress <br /> and egress utility easement traverses the east side of proposed parcels I and 2. <br /> The site is bordered to the north by open, vacant parcel that appears to have been farmed in <br /> pasture grass such as oats recently. To the south, east and west are single family residential <br /> properties. Further to the north are commercial and industrial facilities. The neighborhood area <br /> has existed for at least five decades and some buildings may be older. <br /> The region has been dry-land and irrigated farmeA fnr he last several decades although the <br /> subject property has not been farmed for many years (25+years). There are no im ahon or <br /> domestic wells, nor septic systems on theymyerty. A storm drainage catch basinbasin is <br /> the front of the prope—�oevidence of used motor oil, etc. has recently been poured down this <br /> drain. The property is located 300 feno—et rt i_ofTuc_c Creek.
