Item No. 2 <br /> PC: 4-1-93 <br /> UP-93-1 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. UP-93-1 with the Findings and Conditions of Approval <br /> given in the staff report. <br /> FINDINGS <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan <br /> and any applicable Specific Plan or Special Purpose Plan. <br /> This finding can be made because the AL-5 zone for the project site is consistent with <br /> the site's General Plan designation of Limited Agriculture. The Religious Assembly, <br /> Neighborhood, use type permits churches with an approved Use Permit application. <br /> This proposed use is consistent with the General Plan policy and the Specific Road <br /> Plan for Micke Grove Road. <br /> 2. Adequate utilities,roadway improvements,sanitation,water supply,drainage,and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> This finding can be made because the site has access by frontage on Micke Grove <br /> Road, and all utilities, improvements, and provisions for a septic system, an on-site <br /> well, and on-site drainage must meet County standards and code requirements. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> This finding can be made because the 4.84-acre site is large enough to accommodate <br /> the proposed use, and the site plan, along with the recommended Conditions of <br /> Approval, will ensure that all code requirements and standards will be met. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> This finding can be made because the Environmental Initial Study prepared found no <br /> potentially significant environmental impacts. <br /> 5. The use is compatible with adjoining land uses. <br /> • This finding can be made because this is a permitted agricultural use and is <br /> consistent with the surrounding agricultural uses. <br />
