Item No. 2 <br /> PC: 4-1-93 <br /> UP-93-1 <br /> Page 3 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS: <br /> General Plan and Ztmin <br /> The site is designated as Limited Agriculture on the General Plan. The zone is AL-5, which is a <br /> consistent implementing zone for this General Plan designation. Churches are permitted in the <br /> AL-5 zone with an approved Use Permit. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> There are three letters of opoosition attached to the staff report. The concerns are traffic and the septic <br /> system impact. <br /> Traffic: <br /> The applicant stated on the application that there would be 2 vehicle trips per day, Monday <br /> through Friday. On Sunday there would be 50 vehicle trips between the hours of 8:00 a.m. and <br /> 1:00 p.m. The Department of Public Works threshold for requiring that a traffic study be <br /> completed prior to action on the application is 50 peak hour trips. The projected increase in the <br /> amount of traffic does not trigger that threshold. According to the Department of Public Works, <br /> Traffic Engineering 'Division, the Level of Service (LOS) for Micke Grove Road is LOS B. There <br /> may be some peak raffic for events at Micke Grove Park, which is located about 3100 feet north <br /> of the project site. <br /> The Department of Public Works has recommended as a Condition of Approval that a traffic study <br /> be conducted to determine the necessary improvements for the driveway and the possible turn <br /> lanes into the project site. <br /> Septic System: <br /> A Condition of Approval from the Environmental Health Division requires that a soil suitability and <br /> nitrate loading sI must be performed prior to the issuance of building permits to indicate that <br /> the area is suitable for septic tank usage. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> The Initial Study that was p'epared for this project indicated that no significant, adverse impacts would <br /> result from this project. On the basis of that review, a Negative Declaration was prepared. In addition, <br /> a Certificate of Fee Exempt'on with a 'De Minimis Impact Finding' has been prepared which states that <br /> the project will not have an adverse effect on wildlife resources. <br />
