INTRODUCTION <br /> Traffic related impacts associated with the development of the proposed Trinity Baptist Church Project in <br /> the County of San Joaquin have been analyzed and are summarized in this report. As illustrated in Figure <br /> 1, the site is located in the southeast quadrant of Middle Road/Lammers Road intersection,just outside the <br /> city limits of the City of Tracy, in the County of San Joaquin. The proposed project would develop 5 <br /> acres of the 16-acre existing property with approximately 16,400 sq. ft. of Church facility, parking and <br /> related grounds. The roadway system that would be most impacted by this development consists of <br /> Middle Road, Lammers Road, Naglee Road and Grant Line Road that surround the project on four sides, <br /> in the project's immediate vicinity. <br /> The primary nature of the project is described by the proposed 16,400 square feet Church facility. Based <br /> upon discussions with the applicant, the expected maximum number of church services is two and these <br /> services are expected to occur on Sundays between 8:00 A.M. and 12:00 Noon. During weekday <br /> evening off-peak hours (7:00 P.M. and 9:00 P.M.), social activities (like 'Awans' Night, Youth Group <br /> meetings etc.) are expected. The primary project driveway impacts are expected to occur during the <br /> Sunday service hours. Currently the Church meets at Tracy West High School on Sundays and at the <br /> Grant Line Road Church on other days of the week. The geographical distribution of the congregation of <br /> church members consists of 11% of the congregation living on the north-western side of Interstate 205 and <br /> �. south of Grant Line Road, 33% of the congregation living on the south-eastern side of Interstate 205 and <br /> north of Eleventh Street, and 56% of the congregation living south of Eleventh Street. A more detailed <br /> discussion of the proposed land-uses, expected peak hour periods of trip generation, expected number of <br /> peak hour trips and anticipated directional trip distribution, is provided in a later section. <br /> EXECUTIVE SUN04ARY <br /> The study area contains four existing intersections considered as critical to traffic flow and requiring <br /> analysis. All of the study intersections are currently operating at acceptable levels of service for both <br /> AM and PM peak hour periods. All study area roadways also have sufficient capacity to accommodate <br /> existing levels of daily traffic. <br /> Development of the proposed project will cause insignificant change in the peak hour average vehicular <br /> delays for the study intersections, and the existing peak hour levels of service are not expected to <br /> change. With the development of the project, all study intersections are expected to continue to ^rerate <br /> ., at acceptable levels of service for weekday AM and PM peak hour periods as well as the Sunday peak <br /> period of project trip generation. The levels of service and expected worst-case queue lengths at the <br /> project's driveway intersections with Middle Road are expected to be within acceptable levels for the <br /> project's Sunday peak hour of trip generation, with the recommended driveway lane configurations and <br /> storage lengths. The roadway system in the vicinity of the project, currently has sufficient capacity to <br /> accommodate project-generated peak hour trips. <br /> r <br /> Trinity Baptist Church Project Page 1 <br /> Traffic Study <br />
