u <br /> F <br /> ODUCTION <br /> nsulting has been retained by Aqua Pool & Spa Company to complete the <br /> s as specified by the San Joaquin County Environmental Health Department (EHD)orteevelopment of their new facility in Manteca, California. It is our understanding the <br /> subject property formerly contained a single family residence with an on-site domestic well, <br /> septic system and several large trees. The site has been graded according to an original <br /> specification, which now has been dramatically changed. <br /> The Environmental Health Department has been at the forefront of nitrate impact investigations <br /> and the prevention or mitigation of environmental contamination from various sources of nitrate, <br /> particularly septic systems. EHD requires these investigations and corresponding septic system <br /> design criteria under Community Development Title 9-1105.2 (d) for projects in unsewered <br /> areas, in areas currently impacted with nitrate, or for projects that may potentially impact the <br /> underlying groundwater with nitrate. <br /> Aqua Pool & Spa intends to operate the subject property as a Commercial Center consisting of <br /> seven different types of businesses in three Buildings denoted as Building "A," Building "B" and <br /> Building "C." Building "D" is proposed to be the Aqua Pool & Spa Construction Office with a <br /> surrounding storage yard. Workers will come into this building to pick up tools, equipment, <br /> construction materials, etc. Calculated wastewater flow volumes originating from the <br /> Commercial Center and Construction Office are based upon the approximate average of all flow <br /> determination methods as typically required by EHD. <br /> The Environmental Health Department's main concerns and requirements for this project are 1.) <br /> The current environmental condition of the soil and groundwater under the proposed wastewater <br /> disposal area and the nitrate impact from either previous on-site generation or surrounding <br /> agricultural inputs, 2.) Specifying mitigation measures to prevent future nitrate impact to the <br /> underlying groundwater, 3.) Assurance that sufficient wastewater disposal area exists to <br /> accommodate the anticipated wastewater flow volumes, 4.) Assurance that there is sufficient <br /> replacement areas that will remain designated as such, in the event of system failure, or a need to <br /> "rest" the primary disposal area, and 5.) Wastewater flow volumes have been projected and will <br /> be monitored with a flowmeter so that the average daily flow(ADF) of 2,500 gallons is not <br /> exceeded. In addition, EHD may require the primary filter bed to operate under a yearly permit, <br /> with observational and analytical monitoring to occur at designated intervals. <br /> The findings of this study reveal there has been nitrate impact to the groundwater under the <br /> proposed wastewater disposal area. Therefore, advanced wastewater treatment to mitigate and <br /> prevent future nitrate impact by using a MicroSepTec® Wastewater Treatment System is <br /> warranted. Secondly, a filter bed system has been designed to dispose of a maximum of 2,500 <br /> gallons per day (gpd) of wastewater effluent.
